Councilman Granger stated that the residents of Lenolt Tract wish to circulate a petition to have curbs and gutters installed. City Manager Mead stated that an assessment district would have to be formed and he was not sure whether materials could be obtained and said the petition might be drawn so that it could be held over until materials were available. He also asked if the residents were inter- ested in having the roadway paved between the gutters, stating there would not be .much benefit derived from having the curbs and gutters unless the pavement was laid. He further stated that if representatives of this district would meet with him he would be glad to advise them as to the cost involved. City Attorney Mc- Carthy agreed to draw up a petition which the residents could circulate when it ' was determined what they wanted. Councilman Granger stated that there had been several references in the newspapers Frec'ently in regard to rats in Redwood City and he was of the opinion that the Council should take the stand that there are no rats in Redwood City, oP if there' are, to clean them up. It was the consensus of the council that there is a definite rat problem in Redwood City and Councilman Fletcher moved, seconded by Councilman Granger, that the city mangger be instfucted to contact the health department and arrange to have a representative meet with the council to discuss the rat problem. Motion passed unanimoubly. Councilman Granger asked what progress had been made in regard to having a light placed in front of the post office. City Manager Mead reported that he -had discussed the matter with Fire Chief Ryan who stated that the technical work involved would mean an expenditure.of approximately $250.00 to place a light in that position. 19 Fire Chief Ryan gave a technical description of the amount of work involved. Councilman Britschgi moved, seconded by Councilman Granger, that the city manager write the post office department to see if a light could be kept.on all night. Motion passed unanimously. Councilman Britschgi was of the opinion that something should be done to prevent build - Ing on twenty-five foot lots within the city and asked if it would be possible to r secure those lots and trade them fob'.tax delinquent lots. There was considerable discussion as to the possibility of amending the building ordinance so that it would be impossible to build on a twenty-five foot lot, however, City Attorney McCarthy was of the opinion that would be considered confiscation of property and illegal. Councilman Britschgi moved, seconded by Councilman Fletcher, that the matter be referred to the real estate committee and a meeting held with the City 1 Manager, City Attorney and Building -Inspector with the idea of finding out how many ,of these lots there are to be reclaimed and to report back to the council j their findings. Motion passed unanimously. ' City Attorney McCarthy reported that a Captain Self of the U. S. Navy and a Lieutenant i Graham of the Coast Guard had requested the Port Commission to enact an ordinance prohibiting smoking around the wharves, docks and piers. Mr. McCarthy was of the opinion that the Port Commissiondid not have the power to enact such an ordinance i , 1 and the Port Commission had adopted a resolution asking the City Council to con- sider the enactment of such an ordinance.
