Attorney McCarthy stated that before thb ordinance was introduced he would like to <br />have the opportunity of learning whether or not the city officials have any autnority <br />over vessels lying in navigable waters, whether or not the city would be obliged tc <br />furnish police protection and also whether there would be a question of neglect in <br />case of failure rho" enforce. the ordinance. He stated he would like permission to <br />defer publication of the ordinance until he had an opportunity to get an.answer to <br />these questions. Councilman Fletcher withdrew his motion and,Councilman Britachgi <br />withdrew his second. Councilman Fletcher roved, seconded by Councilman Britachgi <br />that the matter be placed on the agenda for the next meeting. Motion passed <br />unanimously. <br />Councilman Britschgi stated he was against giving authority to outside organizations <br />over city owned pr6perty, citing the condition at the National Motor Bearing where <br />the Guard refuses to let the public park on a publicly owned street. Police Chidfj <br />Cmllins.stated the public could part on that street. <br />Mayor Hilt:_n asked if, bids had been received for publication of official notices in <br />conformity with section 90 of the Charter. City Manager Mead replie.d that it was <br />necessary for the council to, ask for these bids. Councilman Armstrong moved, <br />seconded -by Councilman Granger that prices.be obtained for official advertis&ng. <br />Motion passed unanimously. <br />Councilman Granger moved, seconded by Councilman McNulty, that the matter of the up - <br />.keep -of alleys be�.ref erred to City Manager Mead. Motion passed unanimously. <br />Claims No. 42$0-4236 to 4274 in the amount of $5,572.76 were approved and ordered <br />paid on motion of Councilman McNulty, seconded by Councilman Fletcher. Under the <br />question Councilman McNulty asked if these claims represented all the charges for <br />1943-44. City Manager Tiead replied that they did not and that the books were bein <br />held open until all the 1943-44 claims were received and paid.
