City Attorney McCarthy reported that he had prepared a tentative ordinance covering the cutting•up of houses into one and two room apartments. Councilman Granger was of the opinion that no permits should be granted-fiithout first being submitte to the council until such time as ordinance is adopted. With this understanding, Councilman Granger moved, seconded by Councilman Anderson, matter be placed on agenda fo., for meeting of August 21st. Mr. and Mrs. Wesley Lee, caretakers of Veterans Building appeared to request aid in preventing depredations being committed by children of the heighborhood, such as breaking windows, breaking into and damaging doors, windows, etc. City Manager Mead was directed to take steps to have damage repaired and to instruct Police rte, Department to keep close watch on the building. On motion of Councilman Armstrong, seconded by Councilman Anderson, matter of proposed appointment bf City Treasurer was ordered placed on the agenda for the meeting of August 7th to allow Councilmen time to study letter of Mr. C. G. Uhlenberg, C.P.A. Mr. Royal Hodge addressed the Council for the County Health Department, regarding sub- ject of rat and rodent control. He quoted Mr. Frank Mowry, head of Rodent Control for the County to the effect that the city had a bad infested condition due to the creek running through the city. After general discussion, it was the concen- sus of opinion that a publicity campaign should be undertaken through the local press and by means of circulars in an attempt to educate people to eliminate in every way possible, conditions tending to draw rats such as leaving chicken feed, garbage, etc., in uncovered recepticles. Representative of the Tribune offered the cooperation of the paper in such a campaign. Mr. Hodge expressed the opinion that a good strong ordinance iAight be helpful in eliminating rodents, and Councilman • ppp Granger, seconded by Councilman Armstrong, ordered the matter referred to the City Attorney for study and report back to the Council. Motion carried. City Manager Mead reported lights at the entrance of the Post Office were left burning all night, also that good progress had been made in cleaning up alleys. Bulldozer has scoured the alleys and most of the debris has been hauled to the dumps. Councilman Britschgi discussed the matter of garden trimmings and- rubbish being dumped on vacant lots. Councilman Granger called attention to ordinance governing this matter. Councilman Andersoii suggested that signs reading "No Dumping", etc.., be . placed on vacant property, moved that City Manager study the matter and bring back report at the next meeting. MRtion was seconded by Councilman McNulty and carried,, Proposed ordinance governing smoking iii and around Port pxbperty was placed on the agenda for meeting of August 7th. �y Councilman Anderson offered resolution covering advertising calling for'bidsinevarious street improvements and syphons setting time for acceptance of bids by City Manage;^ up until 3:00 P.M., August 21st, for submission to the Council at their meeting at 9:00 P.M. on that date. Motion seconded by Councilman McNulty, and carried on j roll call.
