I offered resolution declaring the property to be a nuisance, copy of the reso- lution to be posted on the property and a copy mailed to the property owner, seconded by Councilman Britschgi. On roll call, motion passed unanimously. City Manager Mead reported that he recommended that a publicity campaign be started to make the people conscious of the violation of dumping rubbish in vacant lots. He suggested that it be carried out by the Chamber of Commerce and service clubs. Mr. Harry Seipel, representing the Fox West Coast Threatres, appeared before the council protesting the proposed amendment to the business license ordinance of assessing a levy of 2¢ on tickets to movie houses.' He stated he felt it was a discriminatory levy end said that the Fox West Coast Theatres.would be willing to pay a higher business license rather than have the paid admission affedted. It was the consensus of opinion of the council that increasing the business license would be a better plan than adding the 2¢ tax. Councilman, Granger moved that the matter be laid on the table, seconded by Councilman Anderson. Under the question, it was suggested that a committee be appointed to decide what is an agreeable rate for the business license. Councilman Anderson stated he was not agreeable to seconding such a motion but suggested that accommittee be appointed to investigate the equality and inequality of business licenses. Councilman Granger changed his motion and moved that a committee be appointed to investigate the equality and inequality of business licenses and the matter be teferred to that committee, seconded by Councilman Anderson. Motion passed unanimously. Mr. Seipel asked to be informed when the committee would meet so that he could have a representative.present. City Manager reported that a Mr. Williams, District Supervisor of the Pacific Tele- phone and Telegraph Company, had indicated that the telephone company was willing to discuss the matter of assessing the telephone company for busness license with the idea of malting some change and recommended that the matter be placed on the agenda. Councilman,Anderson moved, seconded by Councilman Armstrong, that this matter also be referred to the business license committee, Motion passed unanimously. City Attorney McCarthy read a report on the city ordinances �.nd State laws appli- cable to rat abatement. It was the consensus of the council that there were enough ordinances to cover the present situation and that it was merely a matter of enforcing the ordinances already in effect. Councilman Fletcher believed it would be advisable to have a pest control concern make a survey. Councilman Granger suggested that a draft be made of the ordinances and dis- tributed. City Attorney McCarthy state a resume could be prepared and sent to the water users. Councilman Granger moved that a resume of the ordinances regarding rat abatement be prepared and distributed to every water user notifying them of the conditions. Councilman.Armstrong suggested that the City Attorney confer with representatives of the Health Department and pre- pare a resume of corrective measures to be included with the other resume. Councilman Granger added this suggestion to his motion, seconded by Council- man Anderson. Motion passed, -.unanimously. City Attorney McCarthy stated that a Lieutenant Graham of the U. S. Navy was to have been present at this meeting to discuss the proposed ordinance prohibiting smoking at the Port property and that inasmuch as he was not present, he asked that the matter be placed on the agenda.
