There was some discussion as to the Effect of the motion and City Atto-rneS McCarthy, on being asked, for his opinion, stated that it amounted to a vaca- tion of the office and, if that were the cease, a vote of five in favor of the motion was necessary. Uity Manager Mead stated in order to remove any doubt as to the affect of the motion that he had rented a room at 1004 Hopkins Avenue, for tixhich he had a receipt. Councilman Armstrong, Granger and:'Ilayor Hilton resented the fact that the receipt had not been. -.presented before and referred to it as a sub- terfugeIand-an "Ace -in -the -hole", however, City Manager Mead disclaimed any such intent and stated that when asked the question as to whether or not he had established a residence in Redwood City assumed it to mean a home for him and his family. He stated that when he had asked the council for its opinion on his renting a room he had explained that he did no.t want to ,do it as a subterfuge. Patterson Councilman Armstrong moved to continue the appointment of Mr. Mead as City Manager inasmuch as he had previously maintained a residence in Redwood City, seconded by Councilman Anderson. Councilman Granger stated that under these conditions he would make a motion that effective tomorrow morning, Tuesday, at 8:00 a.m. no city car would leave the city unless on official business. His motion was lost for want of a second. Manager.< Mead. said :that j -t was-stat:e.d"_in the newspapers that he was given a raise as an expedient to help him pay his rent and stated that he was under the impression that his raise was given to him on the merit of his work. Mayor Hilton and Councilman Granger stated it was their idea that the raise was given to help pay his rent, while Councilmen Anderson, Armstrong, Brits- chgi, Fletcher and McNulty stated that it was given for the merit of his work, Councilman Armstrong stating that the council would be unable to grant a raise for any purpose other than merit.
