4 <br />City 11anager Plead advised the Council that bids were opened at 3:00 P.11. this date <br />for resurfacing and syphons 1944-45 fiscal year. He advised.that all bids <br />were over the Engineering Department's estimate. City Clerk Dodge read letter <br />from City Manager Mead in which he recommended, subject to final approval by <br />the State Department of Public Works, that the low bid of Union Paving Company <br />in the amount of ?16,580.65 be accepted with deletions in the amount of <br />$3,250.00, making the amount of the contract $13,330.65. The seal.coat is to <br />be deleted, to be placed at a future time by the city. Bituminous macadam <br />over syphons will be replaced by Heater Planer.scrapings and the Heater Planer <br />work will be done by day labor. <br />Councilman Fletcher moved that recommendation of the City. Manager be approved <br />and the bid of Union Paving Company be accepted. Councilman Armstrong asked <br />if it would.be possible to have all the work done by city employees, to which <br />City Manager Plead replied that it would not be inasmuch as the city did not <br />have the proper equipment. It was necessary to adopt a resolution to accept <br />the bid and Councilman Fletcher withdrew his motion and moved adcptLon of the <br />resolution accepting the bid of the Union Paving Company, seconded by Council- <br />man Anderson. On roll call, motion passed unanimously.. <br />A resolution of the Planning Commission approving the 1944 City Plaaz duly certified <br />by the secretary thereof, was presented to the City Council and ordered filed. <br />Mr. Henry Witte, chairman of the Planning Commission addressed the Council <br />,a <br />strongly urging that the City Council take steps to place on the November <br />s <br />ballot the postwar plan, stating that in the opinion of the Planning Commission i <br />it should be done at this time as the city was greatly in need of the proposed <br />projects. <br />Councilman Fletcher offered resolution of intent to place the postwar plan on <br />the November ballot, seconded by Councilman Anderson. Under the question, <br />Councilman Armstrong asked if when the ordinance is presented if it would be <br />c. 4 <br />j <br />broken down setting aside specific sums for certain prjects and stated he would <br />be opposed to an ordinance which did not do that. This was the general consensus <br />of the Council. It was explained that the resolution before the council was <br />in the nature of an enabling act to allow the issue to be placed on the <br />November ballot and that there would be a further discussion before the <br />ordinance is adopted in regard to the allocations for the different projects. <br />It was further explained -that it was necessary to adopt the resolution of <br />intent at this meeting to allow time for the ordinance to be introduced and <br />adopted before September 5th, the deadline if the issue is to be placed on <br />the ballot. • <br />City Manager Mead brought up the matter of the proposed industrial site purchase �. '� <br />and asked if it was necessary to vote on it at this meeting. Councilman I 11 <br />Anderson stated the industrial committee had been holding meetings with the f <br />owner of the ,property in mind and he believed action could be withheld until <br />the next meeting.of the council. Councilman Granger was of the opinion the y; <br />matter should be dropped until there was a report from the committee on bid <br />for the property.
