ra City Manager Mead informed the Council he had received a bona fide offer of 20,000.00 for the old Library building property from a local Real Estate Broker. Councilman Armstrong, after suggesting that City Manager Mead in- vestigate the matter further, moved that City Attorney prepare necessary resolu- tion offering by advertisement sale of the property avid present at next meeting. Councilman Fletcher seconded motion Y?nich passed unanimously. Councilman Granger requested City Manager Mead to have traffic lines replaced on Hopkins 'Avenue as cars were cutting corners. Councilman Anderson referred back to matter of disposing of old Library property, asking City Manager Mead to check into the matter to see that no restrictions, were present to prevent the city from selling the property. Councilman Fletcher commented on ad appearing in a newspaper offering for sale an old 'dilapidated building on west side of King Street between James and Harrison, the ad mentioning the site suitable for a residence intimating present building as a possible residence for the duration. Councilman Fletcher explained he was bringing this to the attention of the Board to forestall any action which might be taken. Councilman Armstrong reported on License Committee meeting with local Manager Milt Gooding and Dist. Manager Williams of the Pacific Tel. and Tel. Company. The latter stated his company was prepared to fight any proposed ordinance which would assess any amount other than fee such as now paid by any merchant or business. After discussion, Councilman Armstrong moved, seconded by Councilman Anderson that City Attorney investigate further to see what reasonable fee might be assessed. Motion carried. Councilman Granger suggested that City Manager Mead gather ordinances covering outdoor advertising stating that the Charter gave the Council the right to control such advertising, stating further that he believed some source of revenue should be possible from the source. City Manager Mead stated he would write Mr. Carpenter of the League of California Cities for information on this subject. On motion of Councilman Fletcher, seconded by Councilman McNulty, meeting adjourned to Tuesday evening, September 5th, at 5:00 P.M. /(. B R. S. Dodge, City Clerk Councilman Fletcher moved, seconded by Councilman Armstrong, to employ the legal firm of Orrick, Dahlquist, Neff and Herrington to assist City Attorney McCarthy at a fee of $2,000.00.in the event the bond issue carried and $500.00 in the event it does not carry. Motion carried. CityoManager Mead explained to the Council the necessity of passing a resolution authorizing signatures'to an agreement with the Federal Works Agency covering Lanham Act Funds to cover period ending June 30, 1945. The original agreement commencing October 1, 1943 to 'June 30, 1944 was for $5,96'3-6o, $1,500-00 additional to carry on to August 31st, an additional for the period Sept. 1, 1944 to June 30, 1945 or a total grant of 413,511.00.
