Councilman McTlulty offered adoption of resolution authorizing the City ?!tanager to <br />execute contract for public improvement in Hampton Court as a condition to accep= <br />tante of final subdivision map thereof. On roll call, motion passed unanimously. <br />Councilman Granger objected to gambling being done at carnivals on Sundays. He <br />moved that the circus ordinance be amended to close gambling concessions at cir- <br />cuses and carnivals on Sunday nights. Councilman Armstrong suggested the entire <br />closing of these entertainments on Sunday. Councilman Granger moved that the <br />carnival and circus ordinance be amended to prohibit Sunday performances and the <br />matter placed on the agenda -of the next meeting. Councilman Armstrong suggested <br />it be placed on the agenda of the meeting; of October 1st, to allow City Attorney <br />McCarthy time to.draft the amendment. Councilman Granger so amended his motion. <br />Motion passed unanimously. City Attorney PRcCarthy stated, it was his interpretation <br />that no activity by any carnival or circus was to be held between midnight on <br />Saturday and midnight on Sunday. He was advised that was correct. <br />Councilman Granger brought up the fact that there was no qualification for lineman <br />in the Civil Service system and he believed, because of the hazards encountered <br />in this position and because an appropriation_ is set up in the bond issue to <br />rectify the electrical system, a qualification should be set up. He moved that <br />the City Manager take the necessary steps to hold such an examination ::hen it was <br />deemed necessary, seconded by Councilman Armstrong. Motion passe -d unanimously. <br />Councilman Granger asked if the lights at, the recreation parks were metered. City <br />Manager Mead replied that one at Mezes Park was and the proceeds turned over to <br />the Recreation Department. It is impossible to obtain these meters at the pre- <br />sent time. <br />Councilman Granger moved that the matter of installing stop signs at the corner of <br />Grand Street and James Avenue be referred to the Traffic Study Committee inasmuch <br />as it is a hapardous crossing and two accidents tools place there in the pwst week,. <br />seconded by Councilman A:mstrong. Motion passed unanimously. <br />Councilman Granger asked if it were possible to have the public address system in the <br />Council Chambers repaired inasmuch as people in the audience were unable to hear. <br />City Manager Mead replied that it had been impossible to get the parts but that <br />he would make another effort to do so. <br />Councilman Britschgi asked if anything had been done in regard to high school stud - <br />encs crossing the Broadway and El Camino intersection at lunch time. City Blanage7 <br />Mead replied that he had discussed the matterkwith Mr. Argo, Superintendent of <br />Sequoia Union High School, who was very willing to cooperate. <br />Mr. John Nordstrand, chairman of the T:,affic Study Committee, stated that a <br />meeting had been held with Mr. Argo and the committee and that Mr. Argo had agreed <br />to start an educational program as soon.as school started. He stated there seemed <br />to be no other plausible way of handling the situation. <br />It was the consensus of the Council that a traffic officer should be stationeid <br />there during the lurch hour as they did not feel that the students would adhere to <br />the educational program. City Uanager Mead stated the Police Department schedule <br />could probably be arranged to allow an officer to be stationed at this' crossing. <br />i <br />L <br />El <br />J <br />
