City Cov_ncil had the right to appoint anyone to'serve on this committee. Councilman Armstrong did not see frhat value these w pointments would add to the organization. Tdr. A. B. Cheatham addressed the Council saying that the Army and Navy can not loan any equipment to a private organization but they ran loan to a quasi, municipal organization and stated that it,was the suggestion of the Welfare Officer of the 12th Naval District that the committee ask for these appointments which would make the organization a quasi -municipal organization and enable it to :.secure bunks and other equipment from the Army and Navy. Counciliran Armstrong asked if t;lis would not obligate the city and asked City Attorney McCarthy for his opinion. City Attorney McCarthy stated that he would like to have an opportunity to study.the articles of incorporation more thoroughly before answering either Councilman G anger or Councilman Armstrong's questions. He said, however, that he could see no objection to the Council appointing someone to act as a liason officer to meet with the committee but he did not see how that would masse it a quasi-PAunicipal organization. Councilman Armstrong stated that if the*city does not create an obligation he could not see what legal value, or advantage, it lent to the.organization to have appointments to the committee. Councilman Armstrong moved that the request of the "Wings and Anchor Club" be referred to the City Attorney for his expression of opinion as to the legality; and possible obligation of the city thereunder and, that, secondly, with the permission of the sponsors, the City Clerk contact the 12th Naval District as to their resons wily they vtant the city to sponsor this organization. LLr. Cheatham G ve this permission and presented letters from the Office of the Commandant, Twelfth Naval District, San Francisco, end from the Office of the Commander, Western Se Frontier. Armstrong. eras of the opinion that there was nothing in these letters to indicate that the 12th Naval District desired the city to mike appointments to this organization, and stated he would like to have a statement from the 12th ISavalDistrict as to why they would like to have city E representatives on this committee. The motion was seconded by Councilman Granger. and passed unanimously. The theatre representatives had e;cYiressed opposition to an amusement tex at the time it was proposed because of the petty change and woii which would impose W burden on them.
