Councilman Armstrong stated that at the last meeting of the Council city officials had been instructed to request•a statement from public utilities in Redwood City as a basis for billing them for a license -tax for the past four years and asked if there had been any replies to these requests. City Clerk Dodge advised that he had received replies from the Southern Pacific Company, who did not believe they were liable to pay the tax anal from the Western Union Telegraph ' Company. City Attorney McCarthy advised that the Pacific Telephone and Tele- graph Company had submitted a check in the amount of $48.00 to cover license • tax for the past four years on the basis of $3.00 per quarter. He said he be- lieved they had misinterpreted the ordinance and would so advise them inasmuch ' as he believed they were liable to pay the same tax as any other merchant. The letters were referred to the City Attorney for his attention. Councilman Arm- strong moved that the matter of the Southern Pacific Company be referred to the City Attorney for study and a report at the next meeting of the Council in re- spect to 'their liability in this matter, seconded by Councilman McNulty. Mo- tion passed unanimously. Mr. F. L. Harkins of the Harkins Neon Sign Co., appeared before the Council requesting permission to erect a metal sign 101 x 121 on the Bayshore Highway about 100 feet from the intersection of the Yacht Harbor Road. The sign,was for the pur- pose of advertising for servicemen, tor work at the Plant Rubber and -Asbestos Company during the holiday season. City Clerk Dodge read letter which had been submitted by Mr. Harkins and presented sketch of the sign which had been pre-. seated with the application. Councilman Fletcher moved the permit be granted. ' Councilman McNulty asked if the sign would be permanent. Councilman Armstrong ::asked the City Attorney if there was an ordinance covering the erection of signs to which Mr. McCarthy replied there was and after studying the'ordinance advised that he did not believe the proposed sign was in conflict with any of the provisions of the ordinance. He stated that any permit grantednwould be limited to this particular sign and suggested that the applicant familiarize himself with -the provisions of Ordinance No.272 covering outdoor advertising and sniping and which sets forth the type of structure, location and distance from ground sign must be placed. Councilman Britechgi asked if a:_time limit were to be placed on the permit and believed it should be limited to one month. Counci:-- man Fletcher was of the opinion that inasmuch as the Plant Rubber and Asbestos Company was a local industry engaged in war work that the sign should be left there at theleasure of the Council and not limited to one month and included p , in his motion that the permit be granted at the pleasure of` the Council. After more discussion, Councilman Fletcher changed his motion to read that the permit be granted not to extend further than six months after the duration and plans and specifications be submitted to the Building Inspector for his approval and that the sign be confined to the business of the war plant, seconded by Council- man Granger. Mayor Hilton was of the opinion that the motion should read until permit rescinded. Councilman Armstrong asked the maker of the motion to with - dray the limitation of time, stating that the important thing was the nature of • the sign,and not the time limit.
