' Councilman Fletcher moved that the abatement proceeding on the Rice, Hollenbaugh and r Greenbach properties be continued until the first meeting in January. Council- .� man Armstrong was of the opinion that the Greenbach-abatement required separate action and asked the maker of the motion to include only the Rice and Hollen- baugh properties in his mot]en. Councilman Fletcher so amended his motion, sec- onded by Councilman Britschgi. Motion passed unanimously. In regard to the Greenbach property on Copley Street, it was the consensus of the opinion of the Council that Mr. Greenbach was not building the addition to his home in accordance with instructions of the Council and that the addition did not constitute an integral part of the mair.�house. City Clerk Dodge read ex- cerpts from the minutes of October 16th at which time Attorney Edmund Scott appeared for his client, Mr: Greenbach, and submitted plans of the proposed addi- tion. This plan did not meet with the approval of the Council and it was agreed that the plans would be changed so that the addition and main building would have a common wall. Building Inspector Duncan advised the`Council that no other plans had ever been submitted to him but that Mr. Greenbach had been issued a • a permit on the basis of the Council's instructions of October 16th. Councilman Armstrong moved that the matter be.continued until the next meeting df the Council and that the Building Inspector be requested to furnish a report on what basis the permit was issued to Mr. Greenbach for this structure, seconded by Councilman McNulty. Motion passed unanimously. Councilman Granger moved the abatement proceedings of the Greenbach propert;r be continued until the next meeting, seconded by Councilman Armstrong. Motion passed unanimously. City Manager Mead advised that the State Division of Highways had advised him that they would proceed with painting gedestrian lanes at the intersections of Willow and -Hazel Streets with E1 Camino Real, City Manager Mead reported that there had not been a provision made for a part time city treasurer in the budget. Councilmen Armstrong coved that $600 be tran'sferre-3 i� from the unbudgeted reserve to the auditor's fund. City Manager Mead advised that it would be necessary to transfer $1250 inasmuch as the $600'set up in the _ budget for auditing expenses had been used to pay for last year's audit. Counci:d- man Armstrong was of the opinion that there was a contractural committaent made -for auditing expenses each year and was of the opinion that a fund should be so encumbered. City Attorney McOarthy advised that the auditor has never been paid until the ensuing year and that it had never been recognized that the fund had been encumbered. Councilman Armstrong moved that $1250 be transferred from the unbudgeted reserve to the auditing fund, seconded by Councilman McNulty. Motion �• passed unanimously. . i N
