Councilman Granger asked the City '.Attorney to define the meaning of the word I'integra:,°. jI City Attorney McCarthy defined the word as being a part of a,whole, a unit of the part to which it is added, the original structure being with,the added part a uniform structure, part and parcel of the main part. Councilman Granger was of f the opinion that the ordinance should be passed and a resolution adopted definin,; the meaning of integral. Councilman Armstrong asked if it was Councilman Granger's thought to have a resolution drawn.clarifying what the Council had in mind by an integral part of a building, to which Councilman Granger replied that it was. ' Councilman Armstrong moved adopti6n of ordinance amending the building ordinance, seconded by Councilman Granger. On roll call,.motion passed unanimously with Councilman Anderson absent. Councilman Armstrong moved that the City Attorney be requested to draft a resolution interpreting and clarifying the term "integral parte as used in the new building ordinance, such report to be submitted at the second meeting in January, seconded by Councilman Granger. Motion passed unanimously. City Attorney McCarthy advised that he had submitted copies of the proposed_appropria- tion ordinance to the members of the Council and asked that it be held over to the next meeting. He explained that the ordinance is similar to thajt which governs the Board of Supervisors of the County. Councilman Britschgi moved the matter be placed on the agenda for the next meeting, seconded by Councilman Arm- strong. Motion passed unanimously. .Building Inspector Duncan advised that nothing had been done at the Diner in regard to building the new building. He stated he understood the Diner had changed hands. City Attorney McCarthy expressed the opinion that the new buyer understood the provisions of the permit and that Bell and Anderson were attorneys for the new buyer. Councilman Armstrong moved that the proper administrative officials be instructed to enforce the necessary measures to have the Diner compy with health conditions. There was no second to the motion and Councilman Armstrong moved that the proper officials be instructed to proceed with abatement proceedings against the property, seconded by Councilman McNulty. Motion passed unanimously. Mayor Hilton asked the name of the new buyer and City Collector Miramontes advised that the new owner has not appeared for a license. It was explained that the new owner would have to appear before the Council for a license to conduct a restaurant. City Attorney McCarthy advised that the agreement entered into betwean l� the Council and Mr. Gray had been recorded. :ouncilman,Fletcher suggested that the matter of the ordinance regulating used car lots t� be placed on the agenda for the next merting to allow time for further study. Councilman Armstrong asked if this ordinance had been approved by the planning Commission to which City Attorney McCarthy replied that it had been and also by the automobile dealers in its present form. Councilman Britschgi asked if there wasn't an ordinance providing where signs might be painted and asked if it wouldn't be possible to have an ordinance providing for a tax to be paid for such signs.
