City Attorney McCarthy ddvised he had been studying the matter of applying a, tax on signs and was endeavoring to formulate an ordinance which would be applicable to signs which would bring in a revenue. Councilman Fletcher was of the opinion that the Council did not have the right to oppose the painting i of signs on buildings. Councilman Granger g9ved, seconded by Councilman Armstron@, that the matter be carried on the agenda for the next meeting. He advised that one of the school trustees had contacted him and adviscid' that the school property is not on the market. He siuggested that if the city would delay the sale of the library site until the school board sells the school property it would probably be advantageous to,both. Councilman Britschgi.moved, seconded by Councilman Fletcher, that the matter be filed. Motion passed unani- mously. ICIty Manager Mead presented a plan for the proposed sidewalks to be installed through- out the city, stating there was about. 17,060 lineal feet of sidewalks to be in- stalled: The s1d.ewaliks are to be paid for by direct assessment to property owner -s. t There was some discussion as to the assessment proceedings. City Manager Mead stated he would send a list of the proposed sidewalk improvements to each member of the Council before the next meeting. Councilman Armstrong asked the status of the acquisition of additional parcels of prop., erty in the recreational area. City Manager Mead replied that the remaining par- cels have not been acquired and that City Attorney McCarthy had advised that the most practical procedure to follow would be to start condemnation proceedings. Councilman Armstrong moved that the proper administrative officials be instructed to institute condemnation proceedings to acquire this property, seconded by Councilman Britschgi. Motion passed unanimously. Councilman Granger asked how much acreage was included in these parcels and was advised there were 19 or 19 acres. Councilman Granger asked the status of the planting of roses along the Southern Pacifii Railroad fence. City Manager Mead replied they were planted. Councilman Granger advised that he had asked City Attorney McCarthy to�draft a letter in regard to the rat situation in Redwood City and that from that letter and from_ others similar he had drafted a letter -in regard to this condition. He read the letter and asked the Council's approval to have it sent to water users in the city. Councilman Artstrong moved the proper official be instructed to draft such a letter and it be mailed to the water users with the next water bills. Council- man Fletcher asked if it was the intent to use Councilman Granger's letter verba- tim, to which Councilman Armstrong replied that it need not be verbatim but along the lines of that letter. Councilman Fletcher was of the opinion that it would be more effective if the city would do something first about the rat condition, and then ask the citizens to cooperate.
