??i <br />t.� <br />MINUTES OF REGULAR MEETING <br />REDWOOD CITY COUNCIL' <br />DECEMBER 21., 194 <br />5:00 P.M. <br />Upon roll call, the following were present: Councilmen H. F. Anderson, <br />C. A. Britschg�, E. A. Fletcher, W. W. Hilton, Louis Jenkins, Jr., <br />G. W. McNulty, Mayor F. D. Granger and City Clerk R. S. Dodge. <br />Also present were City Manager R. W. Mead, City Attorney Paul A. <br />McCarthy, City Collector Nti L. Miramontes,_Chief of Police C. L. Collins, <br />Fire Chief M. E. Ryan, Buildng Inspector L. M. Duncan and Acting City <br />Engineer R. J. Clarke. <br />Minutes of the regular meeting of Dec. 7th, were approved on motbn of <br />Councilman Fletcher, seconded by Councilman McNulty. <br />Communication from Shell Oil Company regarding installation of wooden benches <br />on Service Station properties. On Motion of Councilman Fletcher, seconded <br />by Councilman Anderson, applicant was allowed to install benches as requested. <br />Communication received from San Mateo County Department of Publsc Health and <br />Welfare regarding application for license to operate a boarding home for <br />Children at 526 Grand Street, Redwood City. City Attorney McCarthy ruled <br />that the premises were situated in a fist residential area and does not <br />permit boarding homes. On motion of Councilman Hilton, seconded by Councilman, <br />Anderson, application for permit was denied. <br />Miss Annie Offerman appeared before the Council to protest the manufacture of <br />dog food in the premises of the Garden City Products Co., 935 Main Street. <br />City Manager Mead reported that the Police Department had checked into the <br />matter and had been advised the equipment was to be removed to San Carlos within <br />a few days. On motion of Councilman Fletcher seconded by Councilman Anderson, <br />City Manager Mead was instructed to take steps to abate the nuisance <br />immediately. After motion was voted ,and carried, Mr.Max Kuehn, partner of <br />Garden City:Products Company requested permission to speak in defense of <br />the industry stating he was unable to move equipment to San Carlos due to <br />his inability to secure electric service. After questioning and general <br />discussion, Councilman Britschgi moved and Councilman Anderson seconded, <br />previous motion was recinded and final action laid over to give sufficient <br />time to investigate further, matter to be placed on the agenda for the next <br />meeting. <br />Final report received ,on Lown property. All buildngs have been taken care <br />of with the exception of one small building which will be remved immediately. <br />i Matter of franchise for Redwood City Bus Lines disussed by the Council. <br />City Attorney --McCarthy discussed the terms of franchise and recommended, <br />r' agreeable to Mr. Menifee, attorney for Mr. R. F. Martin, that term <br />"indeterminatell--be incorporated in franchise. Matter of method of de- <br />termining "net profit" was discussed. Mr. Menifee suggested that net <br />profits were related only to repayment of $1500:00 advanced Mr. Martin <br />by'the City, after repayment of which the 20% due the City would be <br />based upon gross receipts. On motion of Councilman Anderson, seconded <br />by Councilman Jenkins, ordinance as submitted was introduced after adding <br />I <br />
