24. <br />to it the reauirement that Mr. Martin render annual report of receipts <br />and Disbursements, balance sheet, the right of the City to do annual <br />audit, and the insertion of the work "indeterminate" in regard to term <br />of operation. Unanimous vote was cast. <br />City Manager Mead reported on traffic signals on El Camino Real. East -west <br />signals have been increased 3 seconds which is the maximum allowable. <br />On motion of Councilman Hilton, seconded by Councilman McNulty, affidavit <br />of publication of Amendment to Ordinance #451, Defining Nuisances, was, <br />ordered filed. Councilman Anderson moved, seconded by Councilman <br />Britschgi, the adoption of the amendment. <br />Committee from Do-ce-do Club appeared before the Council to reopen the subject <br />of pewit to conduct dances in the Lincoln School Auditorium. Permit had <br />previously been denied by the Council on. the graxnds that the school was <br />located in a first residential zone, however, inasmuch, as it had since <br />been determined that school property was second residential zone, the <br />Committee requested reconsideration in the matter. Mr. S. Ilullen and Mr. <br />G. Gregory again appeared to protest the grantng of the permit. After <br />considerable discussion, it was decided by the Council that the City would <br />take no further action in the matter. <br />City Attorney McCarthy advised he had prepared a curfew ordinance along <br />similar lines of the suggested County ordinance which was not introduced <br />at this time. Councilman Anderson moved, seconded by Councilman Fletcher, <br />that the council go on record as favoring the proposed ordinance also that <br />the council will act at a later date on a similar ordinance. <br />Motion carried. <br />Communication was read from the,Redwood City Tribune regarding the matter <br />of renaming Montgomery Street to Winklebleck Street in honor of the <br />late Sam H. Winklebleck. On motion of Councilman Britschgi, seconded by <br />Councilman McNulty, matter was ordered referred to Planning Commission for <br />their recommendation. <br />Mr. Robert Elliott appeared requesting permit to live on his boat at <br />Yacht Harbor. Councilman Anderson moved, seconded by Councilman McNulty, <br />that permit be granted for a perbd of six months subject to supervision <br />of the Chief of Police, and revocable at any time. After considerable <br />discussion, motion put to vote and failed to carry. <br />City Attorney McCarthy discussed proposed amendment to Ordinance #458 to <br />cover '!Live Parking" on Broadway. After general discunion regarding <br />live parking situation, parking areas, etc., Councilman Hilton moved, <br />seconded by Councilman McNulty, instructing City Attorney to make <br />such changes as were recommended and prepare the amendment for presentation <br />at next meeting. <br />City Attorney McCarthy presented a amendment to Ordinance #461 fixing salary <br />of City Clerk, Treasurer and Auditor. On motion of Councilman Fletcher, <br />seconded by Councilman McNulty, same ordered placed on agenda for next <br />regular meeting.' <br />
