Jenkins, letter to be written to the State Highway Commission, with a copy to <br />the State Railroad Commission, requesting that the crossing at Main Street be re- <br />paired as soon as possible. <br />City Attorney McCarthy explained that the Railroad Commission had taken no action as <br />' yet regarding the Redwood City Bus Franchise. On motion of Councilman Anderson, <br />seconded by Councilman McNulty, this matter to be placed on the agenda for the <br />first meeting in June. <br />Matter of extending hours at the Yacht Harbor to allow boat owners to remain until darn <br />during the summer months placed on the agenda for the next meeting to allow time <br />for receipt of recommendations from the Recreation Commission. <br />City Building Inspector Duncan reported the owners of the two buildings reported on at <br />the meeting of April 19 had been notified to appear and show cause why buildings <br />should not be torn down. <br />Councilman McNulty stated that Mr. Andrew Hynding had notified him by phone <br />that he was agreeable to the City tearing down his barn and submitting bill to hin <br />to cover the expenses. City Manager Mead directed to contact Mr. Hynding to <br />secure written authority. <br />City Manager Mead reported he had received a letter from Lt. Col. John R. Ulricson, <br />IV Fighter Command, regarding emergency landing field, stating that copy of Mr. <br />Mead's letter had been sent to the Interdepartmental, Air Traffic Control Board <br />who will consider the matter further. <br />City Attorney McCarthy presented a new contract with the San Mateo County Scavenger <br />Company dated Mayl-, 1943, covering the collection of garbage in the corporate <br />limits of Redwood City for a period of five years with an option for renewal on <br />the basis of 87.2°foand 12 0. This rate to continue until such time as conditions <br />return to normal at which time negotiations would be renewed to set a different <br />rate in no case to exceed 80% and 20%. On motion of Councilman Anderson, secondei ' <br />by'Councilman Fletcher, resolution covering the acceptance of the contract was <br />offered and accepted on roll call. <br />Councilman Jenkins addressed the Council on the matter of Juvenile delinquency, stat - <br />Ing that in his opinion the city officials would be responsible in the final <br />analysis and that some method of controlling this situation should be under <br />consideration. <br />Councilman Jenkins advised the Council that it had become necessary for him to move to <br />Santa Cruz and therefore he Was forced to tender his resignation as a member of <br />the Council. On motion of Councilman McNulty, seconded by Councilman Britschgi, <br />Mr. Jenkins' resignation was accepted with extreme regret. Councilman Anderson <br />stated that the Council was losing an outstanding member of the Council, and <br />Councilman Fletcher stated that Mr. Jenkins had been an inspiration to the other <br />members and that our loss would be someone else's gain. Councilman Fletcher <br />nominated W. J. McKeegan to -fill the vacancy caused by Mr. Jenkins' resignation. <br />Councilman McNulty moved acceptance of Mr. Jenkins' resignation, seconded by <br />Councilman Britschgi. Under the question, Councilman Britschgi questioned the <br />legality of the procedure of appointing a successor while Mr. Jenkins still sat <br />as a member of the Council.
