Mayor Granger welcomed the newly appointed Councilman, Mr. C. C. Armstrong offically <br />seated in the Council at the beginning of the meeting. <br />Councilman Fletcher reported that Joe Caccamo, operating the City Ambulance Service, <br />was parking the vehicles in a garage nearby to satisfy the demand of the.owner <br />of the building housing his office. <br />The first minutes of the "Town of Redwood City" dated May 18th, 1867: were read by the <br />Clerk. These old records proved very interesting and the minute book was placed <br />where the audience might examine same at the close of the meeting. <br />Claims No. 2651 to No. 2709, inclusive, totaling $11,988.66, were approved for payment <br />on motion of Councilman McNulty, seconded by Councilman Hilton, <br />Councilman Britschgi suggested that "Men at Workâ–º' signs be provided to protect City <br />employees working on the streets. City Manager Mead agreed to have suitable <br />signs made up at an early ,date. <br />Adjournment at 9:45 P.M. <br />B R. !?Dodge,, City Clerk <br />MINUTES OF SPECIAL MEETING <br />REDWOOD CITY COUNCIL <br />JUNE '1, 19+3 <br />9:00 P.M. <br />Upon roll call the following were present: Councilmen H. F. Anderson, C.C. Armstrong, <br />C. A. Britschgi, E. A. Fletcher, W. W. Hilton, G. W. McNulty, Mayor F. D. Granger, <br />City Manager R. W. Mead, *City Attorney P.. AA.. McCarthy and City Clerk R. *S. Dodge. <br />City Manager Mead presented preliminary 1943-44 budget to the Council, and Clerk read <br />cover letter making certain analysis and explanations, and recommending <br />allocation of certain funds for post-war development purposes. <br />Discussion followed regarding funds so earmarked for future disposition, question being <br />raised by Councilman Britschgi as to ihether unexpended amount would -not revert <br />to General Fund at close of fiscal year. City Attorney McCarthy gave the opinion <br />that the present City Council had control over City funds and could set aside <br />a certain amount for any special purposes, however, the funds so created would be <br />subject to changes of future councils. Councilman Anderson noted that an amount <br />set up in the tax rate for` special purposes would be inviolate and would not i <br />revert back to the general fund if unexpended at the close of the year. Councilman <br />Armstrong raised question whether or -not it was within the province of the Council <br />to allocate any special funds to special, purposes. City Attorney was of the <br />opinion such funds could be expended by any future Council for emergency purposes. <br />Councilman Anderson moved, seconded by Councilman Fletcher, acceptance of preliminary - <br />budget, Under the question, Councilman McNulty questioned whether or not <br />salaries which are being considered, on a minimum and maximum basis, are provided <br />
