14 .. <br />He further stated that beer was sold only to persons over 21 who were checked <br />into the bar and that every precaution was taken so that minors were not sold <br />liquor. There were special officers on the floor and an effort was made to <br />keep drinking to a minimum. He asked that the Council reconsider the motion <br />and allow beer to be sold at these dances. His remarks were concurred in by <br />Mr. Charles Mitchell and Mr. John Clarkin, members of the Foresters. The <br />Chief of Police was asked by members of the Council whether he believed that <br />selling of liquor at the dances led to disturbances. Chief Collins replied <br />that he believed that wherever liquor was sold trouble would be apt to <br />occur, however, he did not believe that it was in order for him to reeom <br />mend that no liquor be sold at the dances, stating that was a matter for the <br />Council to decide and that if there were any disturbances the Police De- <br />partment would handle them. Councilman Armstrong and Mayor Hilton con- <br />curred in this, and both expressed the opinion that Foresters Hall had <br />been on a probationary basis for some time and did not believe they should <br />be granted any more concessions. Councilman Armstrong ri,i.sed the ques- <br />tion as to whether the ordinance was being adhered to inasmuch as it <br />states that no liquor shall be sold in the same room or enclosure in <br />which dancing is conducted and expressed the opinion that Foresters Hall <br />was one enclosure. There was a great deal of discussion as to the in- <br />tent of the ordinance in regard to this wording and the manner in which <br />it would affect other liquor establishments in town. The fact was also <br />brought out by Councilmen Anderso4,Armstrong and Mayor Hilton that `.the <br />disturbance which occurred a few weeks ago was not the only disturbance <br />which had occurred.- C.ouncilman Armstrong asked for the police report <br />of this disturbance and asked that it be submitted as evidence that the <br />argument was precipated by the fact that liquor was sold at the dance. <br />Councilman Granger was willing to grant the permit to sell beer at the <br />dances on a probationary basis inasmuch as he believe there were two <br />sides to the argument and if there are any further complaints he would <br />vote to deny the permit. Councilman Anderson concurred in this opinion <br />and also for the reason that he believed all such establishments should <br />be treated as a whole. Councilman Armstrong requested a roll call vote <br />and the following vote was recorded: Ayes and in favor of the motion: <br />Councilmen Armstrong, Fletcher and Mayor Hilton. Noes and against the <br />motion: Councilman'Anderson for the reason that he believed the Fores- <br />ters should be granted a probationary period, Councilmen Granger and <br />McNulty. Councilman Britschgi absent. The tie vote resulted -in the <br />`1 motion being lost and Councilman Granger moved that the permit be <br />f <br />i, granted as has been in previous occasions, that the dance permit be <br />granted with permission to sell beer in a separate room until such <br />time as the Council decides to take further action.
