City Clerk Dodge reported that the use of a portion of the park and playground <br />area of the Sequoia Union High School was granted by resolution of the <br />Board of Trustees of the high school with the provisions that the permit <br />was revocable at any time, that the cost of improving and maintaining would <br />be borne by the city, that the high school was relieved of any liability <br />arising out of injury or property damage to peireone or property arising <br />out of the use of the area and that the playground and park shall be open <br />to free use by all persons of the high school district. City Manager Blom <br />advised that the playground area 'could be tanbarked and children enoou'r- <br />aged to use that portion of the area rather than play on the lawn. "Council- <br />man Britschgi was of the opinion that children should be allowed to play <br />on the lawn. <br />City Attorney McCarthy advised that the League of galifornia-Cities had sent'out <br />a pamphlet on business license taxes and suggested a committee be appointed <br />to study this publication. Councilman Granger moved, seconded by Council- <br />man Anderson, that the mayor be authorized to appoint a committee to study <br />the recommendation of the League in regard to business licenses. Motion <br />passed unanimously. <br />Councilman Armstrong stated he would like to have the city manager give a 'report <br />in advance of the next budget on the matter of the city adquiring its own <br />garbage disposal system which would include the matter of rubbish piok-ups. <br />He was of the opinion that even though such an arrangement would require <br />the purchase of additional equipment and additional employees, the city <br />might y ht be financial) ahead to install this service. <br />� <br />Councilman Fletcher stated that in the matter of considering the ordinance <br />governing taxicabs it might be well to provide for having the photographs <br />and fingerprints of the drivers. Chief Collins advised that fingerprints <br />were already taken. <br />Councilman Granger suggested that as a means of providing additional parking <br />4 ipaces the spaces at the corners of streets be used for live parking and <br />moved that the matter be referred to the Traffic Study Committee for a <br />i <br />report and recommendation back to the Council. The motion was seconded <br />by Councilman Anderson and passed unanimously. <br />Councilman Granger said that the area around the court house and Brewster <br />Avenue had never been sealed. He asked if there was any money with which <br />to do this work. <br />Counoilman Fletcher reported that taxicabs double park in front of bare on 111 <br />Camino Real causing a traffic hazard and asked to have it.ohecked. <br />Councilman. Britschgi questioned the business license granted to Feldman Tire <br />i <br />Company, stating that he had been given a license to do business as an <br />automobile tire repair shop and that now he was going to have several other <br />businesses. He was informed that he would pay on the basis of gx%Y-s W <br />gross sales. City Attorney McCarthy also advised that if two different <br />licenses were applicable, the higher license is .applied. <br />Councilman Granger questioned the business a contractor was allowed to do under <br />
