179 <br />be designated as appraiser in the condemnation proceedings and also in <br />regard to the property in Redwood Manor. Motion passed unanimously. <br />Councilman Granger asked if after condemnation proceedings have been instituted <br />if the city could use the property. City Attorney McCarthy advised it <br />could not. Councilman Granger asked for a report as to whether that pro- - <br />perty could be used by the city in the 4th of July celebration. City <br />■;_' Attorney McCarthy said it probably could be arranged. <br />City Attorney McCarthy advised that the bond market is beginning to rise and he <br />believed it might be well if the council gave some thought to selling <br />�} from $3009000 to $450,000 bonds so that the city can get good coupons. <br />Bids for the use of Spring water on California Avenue were opined. Two bids <br />were received, one from Richard tum Suden in the amount of $24.00 per <br />annum, who is now paying that rate. The other bid from Mrs. Rhodes was <br />in the amount of $40.00 in the form of a check. Both are users of city <br />water and both claim that the water originally ran through their property. <br />It was the general consensus that there was a gentleman's agreement with <br />Mr. tum Suden and Councilman Granger moved, seconded by Counoilman <br />f Armstrong, that the original agreement with Mr. tum Suden be continued <br />�f subject to the condition of that agreement. Motion passed unanimously. <br />City Collector Miramontes asked that in the agreement it be provided that <br />payment be made in advance. This was agreed upon. <br />City Manager Flom advised that the city has been paying for the lights and gas, <br />in the old Library building because it had been partly occupied by the <br />- j Recreation Commission. He asked if the city should oontinue paying these <br />bills. It was filt that inasmuch as the Red Cross was soon to move into <br />Its new building, that the city should continue to pay this bill for the <br />j remaining period. It was ordered that the bill be paid from the general <br />fund rather than the recreation department fund. <br />Councilman Anderson suggested that in order to prevent recurrence of matters <br />similar to the dancing school problem, that a large map of the city be <br />i kept and when the Council takes action on certain property the map be <br />numbered so that subsequent councils will know the prior council's action. <br />This suggestion was met with favor. <br />Councilman Armstrong asked that the minutes of the council be reviewed for the <br />period since the beginning of the war to the present and a list made of <br />i concessions the council granted with the understanding that they would ter- <br />minate at the end of the war. <br />Councilman Armstrong moved, seconded by Councilman Anderson, that City Manager <br />Blom be allowed permission to leave the state for a period of approximately <br />two weeks commencing December 22, 1945. Motion passed unanimously. <br />Claims No. 6246 to 6346 totalling the amount of $11,538.97 were approved and <br />ordered paid on motion of Councilman McNulty, seconded by Councilman <br />Anderson.
