■I <br />254 <br />had inspected this area and reached the conclusion that the whole area and <br />Redwood Villa Park should be improved. A petition had been presented for the <br />improvement of the above-mentioned streets with the exception of Hess Aoad c�'a <br />"O <br />4 which City Manager Blom advised had be requested on a separate petition. Mr. ►-� <br />Randlett also advised•that it would be desirable to cut Linden Street through <br />to the Boyd and Kent Addition, and said that he believed a procedure had at <br />one time been started to dedicate that street but that it had not been <br />completed. The petition as presented requested 30 feet of pavement between <br />combined curbs and gutter. The total estemated cost would be $60,000 or <br />$5.50 per front foot of property. City Manager Blom advised that the origi- <br />nal petition did not include 50% of the property owners of the whole area <br />' I <br />but that these property owners were mostly in the eastern part of the area. <br />He had requested the petitioners to obtain more signatures but the petition <br />had been returned without any additional signatures. Mr. Scafidi, a resi- <br />dent of Hess Road, advised that he had been unable to secure 507o of the <br />property owners on Hess Road to sign his petition. City Manager'Blom ad- <br />vised that Superintendent of Schools Andrew Spinas was desirous of having <br />Hess Road continued to Poplar Avenue to allow children to get through to <br />school. Councilman Britschgi moved, seconded by Councilman Granger, that <br />post card notices be sent to property owners in the whole area including <br />Hess Road advising that the matter will be heard at the next meeting of the <br />Council and providing for post card voting. The motion passed unanimously. <br />Inasmuch as a letter from the American Trust Company in regard to the Holder sub- <br />division was located, Councilman Fletcher.moved, seconded by Councilman <br />Armstrong that the motion holding this matter over to the adjourned meeting <br />I <br />of March 11 be rescinded. Motion passed unanimously. The letter from the <br />American Trust Company assured that it held $6000 which had been deposited <br />i <br />by David Holder and which it would continue to hold until the completion of <br />public improvements required by the City Council and -the acceptance thereof <br />in an extension of Poplar Avenue, through Lot 53 and a portion of Lot 54, <br />Reese Subdivision of Wooster, Whitton and Montgomery Subdivision of Redwood <br />Farm. It provided that the work will be done in accordance with city speci- <br />fications and subject to the acceptance of the city. It was understood that <br />reasonable progress payments may be made to the contractor upon certification <br />by the City Manager that such payments are appropriate, provided, that $1500, <br />or one-quarter of the contract price, whichever is larger, shall be held by <br />the bank until thirty-five days after completion and acceptance of public <br />improvements by the city. After being assured by the City Manager and City <br />Attorney that the letter met all requirements, Councilman Armstrong moved., <br />seconded by Councilman Anderson, that the final map of David Holder's <br />Poplar Subdivision be accepted. Motion passed unanimously. <br />Councilman Armstrong moved, seconded by Councilman Fletcher, that the letter <br />of the American Trust Company be filed as a City record.
