260 <br />Due to the fact that Mayor Hilton was detained in another meeting, Councilman <br />Fletcher moved, seconded by Councilman McNulty, that Councilman Granger be <br />appointed Mayor pro tem. Motion passea unanimously. <br />Allan Rollins appeared before the Council requesting permission to conduct whist <br />games at the Veterans' Hall for the purpose of building up the Veterans' <br />Rehabilitation Fund under the sponsorship of the Veterans' of Foreign Wars. <br />No formal action was taken on the matter, although Mr. Rollins was assured <br />that permission was granted to -conduct the whist games. <br />Communication was received from the Redwood City Recreation Commission requesting <br />that jurisdiction of the Yacht Harbor be assigned to some other authority. <br />Councilman Fletcher moved, seconded by Councilman Armstrongs that the re- <br />quest be granted. Under the question, Councilman Britechgi asked if the City <br />Manager had a report to make in regard to the matter. City Manager Blom was <br />of the opinion some consideration should be given as to who is to be respon- <br />sible for the operation of the Yacht Harbor. Councilman Fletcher amended <br />his motion to refer the matter to the City Manager for a report at the next <br />meeting, seconded by Councilman Armstrong. Motion passed unanimously. <br />Communication was received from R. E. Mott, D,V.M. advising that he wished to con- <br />struct a small animal hospital on Elamino Real between Broadway and the <br />Atherton city limits and asking if this would be permitted. City Attorney <br />McCarthy referred to the ordinance governing keeping of dogs and advised that <br />it; was unlawful to carry on a dog fancier business within the incorporated <br />limits of the city. Councilman Britschgi moved, seconded be Councilman <br />Armstrong, that the City Manager be instructed to notify the applicant that <br />the terms of the ordinance prohibit the establishment of such a business <br />within the incorporated limits of the city. Motion passed unanimously. <br />City Manager Blom reported that in regard to the question raised by Councilman <br />McNulty at the meeting of March 4th relative to petty cash voucher refund <br />of $50 to Gene Gabriel, that the refund was made to Mr. Gabriel due to the <br />fact that he had hosted a deposit of $50 at the time he applied for water <br />service. This deposit represented approximately twice the amount of one <br />month's water bill. Under the regulations of the water department, the <br />deposit is left for one year after which, if the account is kept in good <br />order, the deposit is refunded. It was on this basis that the refund had <br />been made to Mr. Gabriel. The communication was ordered filed. <br />Communication was received from the Peninsula League of California Cities an- <br />nouncing meeting fro Thursday, March 21st, at the California Golf Club at <br />Baden. The Clerk noted those signigying their intention of being present. <br />Councilman Armstrong moved; seconded by Councilman Britschgi, filing of affida- <br />vit of publication"of ordinance providing for the sale of $200,000 bonds. <br />Motion passed unanimously. <br />Councilman Armstrong offered ordinance ana moved its adoption providing for the <br />sale of $200;000 Bonds.
