A <br />the question, Mr. Werder asked that any permits for the .construction. of 277 <br />frame buildings in this area be deferred until the report is received from <br />the Planning Commission. This suggestion was included in the motion which <br />passed unanimously. <br />Councilman McNulty offered introduction of ordinance to vacate alley in Broadway <br />No. 3, seconded by Councilman Britschgi. Motion passed unanimously. <br />Councilman Granger offered introduction of ordinance disfranchising city employees <br />on commissions, seconded by Councilman McNulty. Under the question, Council- <br />man Armstrong stated he was going to vote against the ordinance unless there <br />is a compelling reason for voting for 1t. It was his opinion that there <br />was nothing against a city employee voting on a commission particularly if <br />because of his special or technical knowledge he was of value to the com- & <br />mission. He said that even though he was an employee of the city; he was <br />also a citizen of the city and he.. -could -,see no reason for disfran chising <br />such employees. Councilman Granger stated that his main objection to city, <br />employees voting on commissions was that the public officials were hired <br />by the city and the citizens committee is appointed by the Council and he <br />did not believe the employees should enter into discussions but�should.enter <br />into discussions but should only make a,decision when called upon by the <br />officials for advice. The motion passed with Councilman Armstrong and <br />s <br />Fletcher voting in the negative. <br />City Manager Blom advised that he had made a further study of the matter of In- <br />stalling a sidewalk on Jefferson near the creek in an effort toifind a way <br />which <br />would be less <br />expensive than the rough <br />estimate <br />quoted at the last <br />meeting of <br />the Council. <br />He said that by placing a <br />walkway <br />immediately back of <br />the present steel railing at the.curb line which will introduce a slight <br />jog in the sidewalk the cost could be brought down to $2000. He believed <br />this would be a practical way of handling the matter. The walkway will be <br />immediately adjacent to the gutter line which would, in rainy weather, <br />probably cost the pedestrians to be splashed but that would probably be the <br />majort.disadvantage. He said he had no recommendation as the financing of <br />the project but did not believe it would be feasible to assess it against <br />the property owners. After some further discussion, Councilman Granger <br />moved, seconded by Councilman Anderson, that the matter be carried on the <br />agenda until budget time. Motion passed unanimously. <br />City Manager Blom advised that a careful check of the minutes had been made in. <br />an effort to find an agreement in regard to furnishing water to the Carson - <br />Monckton Tract and that no record of the agreement was in the minutes, how- <br />A <br />ever, he said the minutes referred to several caucus meetings which were <br />held in regard to the Carson -Monckton Tract and that this agreement may have <br />been entered into at one of the caucus meetings. Mr. Frost, the engineer <br />of the tract, had assured Mr. Blom that the city had agreed to supply water <br />to this tract as it developed. City Manager Blom also stated that the <br />estimate he had submitted;at;the last meeting of the Council for supplying <br />-- <br />' "-water to this trait had been based on higher standard than the city usually <br />used.
