Weiner appeared before the Council requesting permission to pave B <br />Street in the Lenolt Tract between Arguello to the end of Lot 16,w Blook 80 <br />and C Street between Lenolt Street and the Rancho de las Pulgas line. He,. <br />wished to build homes on these streets which were unimproved and it was;°" <br />his opinion that the property owners in this tract would not be in favor (� <br />of improvement proceedings. City Manager Blom was in favor of the request <br />being granted provided the street was full width, i.e., 27 feet wide. I� <br />Councilman Armstrong moved, seconded by Councilman Anderson, that the_per- <br />mit be granted for both streets, B Street between Arguello to the end of <br />Lot 162, Block 8, Lenolt Tract, and 0 Street between Lenolt Street and the <br />Rancho de las Pulgas line, with the'understanding that the street be put IC�� <br />in full width and that the work be fone under the plans'and specifications <br />.as set forth by the City Manager. Motion passed unanimously. <br />City Attorney'MoCarthy advised that Mr. Weiner wished to purchase a lot in the <br />Lenolt Tract and asked that the city advertise it for sale. Councilman _ <br />Granger moved, seconded by Councilman Anderson, that the lot be offered <br />for sale. Motion passed unanimously. <br />City Manager Blom advised that it was becoming increasingly difficult to get <br />laborers in the street department for the present rate of $7.00 per day. <br />He said the general rate was considerably above that figure and asked that <br />some adjustment be made. It was decided that $8.00 a day would be in line <br />with prevailing rates. Councilman Anderson offered introduction of ordi-- F_ <br />nance amending salary ordinance to provide setting rate of pay for laborers <br />at $8.00 per day retroactive to April 1, 1946, seconded by Councilman <br />Granger. Motion passed unanimously. <br />City Manager Blom advised that he had received bids on necessary supplies of <br />water pipe, valves and fittings to carry out the amount of work that will <br />have to be done in the coming year to the.-water system. He advised that <br />it was very difficult to get delivery and that the best delivery date he <br />had been able to secure was from October 1 to 16, 1946, with 2010 of the,. <br />order delivered by July 1. The total cost of required material amounts to <br />i. <br />approximately $541000, and he asked authority to issue purohase,orders for <br />the necessary material, some of the charge to be made against next year's <br />budget. There was a discussion as to whether it was necessary to adver- <br />tise for bids for purchases of this amount and, after referring to the <br />Charter, it was discovered that it was necessary for an ordinance to be <br />adopted for purchases over $600. There was some discussion about reeeiv- <br />Ing bids after advertising, however, it was the general opinion that bids <br />had been received from all available sources and that there would be no i. <br />advantage in advertising. It was also painted out that advertising would <br />further delay the purchase of the material. Councilman Britsehgi offered (f�i <br />introduction of ordinance authorizing purchase of water pipe, valves and <br />fittings immediately due to scarcity of material and predicated on lowest <br />l� <br />bid now on hand, seconded by Councilman Armstrong.
