■ <br />310 <br />appraisal. <br />Councilman Granger believed the city should bear the <br />cost while <br />ill <br />on this property, namely, Lot 7, Block 10, Sweeney Addition. The Council <br />had no objection to receiving the bids which were as follows: <br />Councilman <br />Britschgi was not in favor of this but suggested that <br />the city <br />pay the cost of the appraisal and as the assessment district is <br />formed <br />' <br />cussion as to whose bid should be accepted inasmuch as they were identical. <br />it <br />Mr. Morrissey appeared and asked that Mrs. Andrini be awarded the bid in- <br />charge the <br />cost of the appraisal to the district. City Attorney <br />McCarthy <br />~ '' <br />inasmuch as Mrs. Andrini's bid had been received first, her bid would be <br />accepted. Councilman Britschgi did not beieve this method should be fol- <br />advised it <br />would be a proper charge against the assessment district. <br />Coun- <br />cilman Granger amended his motion to include that the cost of the appraisal <br />be paid by: the city and charged to the assessment district when it is formed., <br />The motion was seconded by Councilman McNulty. Motion passed unanimously. <br />Mr. Ole S. Oleson appeared before the Council representing the Peninsula Celebra- <br />tion Committee requesting that the Council appropriate 01000, or the cost <br />of the fire workds, for the 4th of July celebration. He explained that the <br />Peninsula Celebration committee was now incorporated and that funds derived <br />from the celebration would be.kept for a proposed rodeo grounds. There was <br />some discussion as to whether the advertising which the city would derive <br />from the celebration would be sufficient to warrant paying for the fire- <br />works. Councilman Fletcher moved, seconded by Councilman Britschgi, that <br />the City Manager be instructed to study the budget and see if funds are " <br />available and report back at the next meeting. Under the question, City <br />Manager Blom advised he would also determine what costs, other than that <br />of fireworks, the city would have to assume in regard to the celebration. <br />Motion passed unanimously. <br />Dr. Bernard Silber appeared before the Council requesting permission to use <br />building at 88-90 Birch Street for the exclusive use of doctors and dentists. <br />City Attorney McCarthy advised that there is no restriction for such build- <br />ings must be presented to.the Council, however, Dr. Silber advised that <br />there would be no change in plans and that only name plates would be placed <br />on the ourside of the building. It was decided that no action was neces- <br />sary by the Council. <br />City Manager Blom advised that at the last meeting of the Council bids had been <br />received on two pieces of property and that on one piece the highest bid <br />had been less than 90% of the appraised value. One of the bidders had <br />asked to be allowed to resubmit a bid. .Another bid had also been received <br />ill <br />on this property, namely, Lot 7, Block 10, Sweeney Addition. The Council <br />had no objection to receiving the bids which were as follows: <br />Mr. W. H. Morrissey on behalf of Mrs. Andrini: $1100.00, $120.00 certified <br />i; <br />check enclosed <br />Mrs. Marion Longwenus: $1100.00, $110.00 terrified check enclosed. <br />The appraised value of this lot was $1100.00. There was considerable dis- <br />cussion as to whose bid should be accepted inasmuch as they were identical. <br />it <br />Mr. Morrissey appeared and asked that Mrs. Andrini be awarded the bid in- <br />asmuch as the lot had previously belonged to her and that she had deeded the <br />lot to the city after which she could not redeem it. It was decided that <br />inasmuch as Mrs. Andrini's bid had been received first, her bid would be <br />accepted. Councilman Britschgi did not beieve this method should be fol- <br />lowed inasmuch as there was no time limit for receiving bids. It was his <br />opinion that a drawing should be held.
