Councilman Armstrong, on the City Manager!s recommendation and upon <br />his belief that there are sufficient funds to prosecute the work, moved <br />I� that he be authorized to proceed with the plans as necessary to complete the <br />,. work of installing the water mains. The motion was seconded by Councilman <br />McNulty and passed unanimously., <br />, <br />City Manager Blom advised that Mr. Waters of the firm of James and Waters had con- <br />tacted him and advised that Conway and Culligan, .developers of Redwood Vil- <br />lage Tract, were going to pave Charter Street from Middlefield Road to <br />Spring Street and suggested that the City pave their portion of the street <br />so that it would be a full width street. City Manager Blom advised that <br />the property owners chiefly interested would be the Elementary School Dis- <br />trict as they propose to build a new school on Charter Street. Mr. Andrew <br />Spinas, Superintendent of the Elementary Schools, stated he was of the <br />opinion that the school district would be interested in having this street <br />paved inasmuch as it.would give access to the school grounds and, also, <br />that it was intended to build the school facing Charter Street. City <br />Manager Blom stated that if the Council felt it desirable to go ahead with <br />the work, the proceedings.might be started and the contract awarded at the <br />r same time to the,same bidders on the Conway and Culligan half of the street <br />so that the full width could be put in at the same time. Conway and <br />Culligan intend to pave the street regardless of the stand the city takes. <br />The general consensus of the Council was that Stambaugh Street should also <br />be paved. There was some discussion as to the most expedient way in which <br />to handle the financing of ehis,work. One method suggested by City'Manager <br />Blom was to have was to have the school district and other owners agree to <br />pay their share of the cost and arrange with the contractor to do the work <br />and pay him directly without arranging for an assessment district. Council- <br />man Granger asked.who was determining the type of pavement, City Manager <br />Blom replied that the present plan of Conway and Culligan would not be <br />acceptable to the city inasmuch as they propose rolled curb and gutters on <br />their side of the street, however, he expressed the hope that the developers <br />would be agreeable to meeting city specifications. All other City specifi- <br />cations are met. Councilman Werder moved, seconded by Councilman McNulty, <br />that the City Manager be instructed to contact Mr, Spinas, Superintendent <br />�* of Schools, as to the most expedient way of handling the financing of the <br />improvements and a recommendation be made at the next meeting of the Coun- <br />cil. Motion passed unanimously. <br />City Attorney McCarthy advised that Dr, A. Fromm had requested the Planning <br />i� Commission to approve a change in setback lines on the corner of Broadway <br />and Clinton, The setback on Broadway would be changed from ten feet to <br />eight feet and on Clinton Street from ten feet to nine feet. A public <br />hearing had been held before the Planning Commission and the only property <br />owner affected was in favor of the proposed,change, Dr. Fromm had pre- <br />sented plans to the Planning Commission of a medical building he proposes <br />__ to build at this location.
