39. <br />E <br />14 establish rates for licensing fortune tellers, astrologers and others of <br />• <br />similar character who may wish to operate in,unincorporated areas of the <br />county. The communication was ordered filed. <br />Communication was received from A. E. Alldis requesting renewal of sign permit for <br />sign located on Valota Road. City Manager Mead advised that he had notified <br />Mr. Alldis that the permit for this sign expired July 39 and that it would <br />be necessary to have Council approval for the renewal of it. Councilman <br />Granger moved the matter be placed on the Agenda and Mr. Alldis be asked to <br />appear at the next meeting of the Council to show cause why the council should <br />extend the permit. The motion was seconded by Councilman Anderson and passed <br />unanimously. <br />r Applications for dance permits from Club Seamus and Club Deacon were'received and <br />were held over until later in the meeting. <br />Applications were received -from W..A. Van Buren and West Bay Motors requesting re- <br />newal of used car lot permits. Mr. Van Buren had deposited a certified check <br />for $200 subject to the granting of the permit.- West Bay Motors has a new car <br />agency so that no fee.is required. City Manager Mead reported that on June 6th <br />a letter had been sent to each used car lot dealer, after an inspection had been <br />made by the engineering department, advising them to take steps to adhere to the <br />provisions of the ordinances, Nos. 376 and 517. A further inspection had been <br />made subsequent to that time and he stated that with the exception of one lot <br />whose application for renewal had not been received, the majority of the lots <br />complied fairly well with the ordinance. .He said the West Bay Motors did not <br />have an oiled surface but did have a water bound rock surface which -was in good <br />condition. According to the terms of the ordinance, it was reauired to have an <br />s oiled surface. He reported that the Van Buren lot did not have a fence and, after', - <br />referring to the ordinance, it was determined that the ordinance did not anecifi- <br />(� Cally require a fence around these lots. Councilman Armstrong then asked if the <br />lots complied with the ordinance. City Manager Mead advised that Mr. Van Buren's <br />did but that the West Bay Motors did not because of not hawing an oiled surface. <br />Counciltan Granger moved that Mr. Van Buren's permit be renewed, seconded by <br />Councilman Armstrong. Motion passed unanimously. <br />Councilman Armstrong moved that the West Bay Motors application for -renewal <br />i <br />permit be denied until the ordinance is complied with, seconded by Councilman <br />Granger. Under the question, Councilman Britschgi said he was going to vote in the <br />negative for the reason that -he did notbelieve the permit should be denied but that <br />the ovmer should be asked to appear before the Council and discuss the matter. He <br />did not believe it ivou4d be possible for him to have his lot hard surfaced for a <br />few months and did not believe he should be penalized from doing business if he <br />could show that he would have the work done within a reasonable length of time. Mr. <br />Miles, owner of the West Bay Motors,.appeared before the Council and advised that <br />the lot at present being used as a used car lot is going to be the location of a <br />m <br />
