He said the amount involved in Mr. Read's <br />salary is a negative item and rather than inconvenience the employees <br />by stopping their war bonus for a month, he believed the fair minded <br />attitude would be to vote for the ordinance. Councilman_ Gr7nger asked <br />if Councilman Armstrong intended to have the ordinance for war bonus <br />for 1945-46 introduced or if the present war bonus would be continued. <br />Councilman Armstrong replied that he intended that the b6'nus for 1945-46 <br />be adopted. Councilman Granger asked if the war bonus could not be kept <br />In the same status as the one for 1944-45 to which City Attorney McCarthy <br />replied that it could not be extended inasmuch as it specifically ex- <br />pired on June 30, 1945. Councilman Armstrong moved that the war bonus <br />ordinance be introduced with the necessary change in wording as referring <br />to the salary ordinance. Councilman Granger was of the opinion that if <br />he voted in favor of this motion that he would be committing himself to <br />brought out the fact that if the city manager's salary were excluded from the <br />"C7 <br />ordinance it would necessitate republishing the whole ordinance when it was <br />included. Councilman McNulty was of the opinion that only the introductory <br />part of the ordinance and the city manager's salary would have to be pub. <br />lished. City. Attorney McCarthy concurred in this•opInion. Councilman <br />Britschgi stated he was in favor of voting for all the employees or none of <br />them.
