45 <br />a certain portion of a raise for the city manager and that he did not want <br />to. do that. Councilman Armstrong, however, did not believe that Councilman <br />Granger would be malting any concession, that he would be only voting to in- <br />crease.the war bonus ordinance from 0300 to $330 a year. The motion was <br />seconded by Councilman McNulty and passed unanimously on roll call, Council- <br />man Granger asking that the records show that it was his intent to try to <br />give the employees the war bonus. City Attorney McCarthy advised him he did <br />not believe there was any commitment on his part. City Manager Mead advised <br />that inasmuch as the ordinance would not be passed until the 16th of July, <br />which is one day after the regular pay day, the employees would not receive the <br />war bonus in their next check but that arrangements could be made to issue <br />special checks to cover the war bonus. <br />Councilman Anderson moved, seconded by Councilman McNulty, that the abatement gro- <br />ceedings on the Rice, Hollebaugh, Banta, Buhler, Roberts, Eckerle and Klang <br />properties be continued to the first meeting in August. Under the question, <br />City Manager Mead advised that the Klang abatement proceedings were being held <br />over from month to month on the condition thRt the building was rented to a <br />real estate agent. He said there was a contractor in the building at the <br />present time but that no permit had been issued to him to do business. Council- <br />man Granger stated that inasmuch as Mr. Klang had not kept his promise he would <br />be willing to go ahead with the abatement proceedings. Councilman Anderson <br />amended his motion to exclude the Klang property and then restated his motion <br />so that the above abatement proceedings with the exception of the Klang pro- <br />ceedings be placed on the agenda for the first meeting in August, seconded by <br />Councilmanr,,M6N lty. Motion passed unanimously. <br />i Councilman Granger moved the necessary proceedings on the Klang property be insti- <br />tuted, seconded by Councilman McNulty. Under the question, Councilman Arm- <br />strong asked the reason for the opposition, asking if it was felt the _type of <br />business now there was more objectionable than a real estate firm, stating he <br />did not believe there was a great deal of difference between a contractorls <br />business and a real estate firm. It was the opinion of Councilmen Granger and <br />McNulty that Mr. Klang had broken his promise by renting to someone other than <br />the real estate agent. Councilman Granger said it had always been the intent <br />of the Council to abate this building. Councilman Anderson also believed that <br />Mr. Klang had failed live up to his agreement. Councilman Britschgi believed <br />that Mr. Klang should be ordered to appear before the Council to show cause why <br />the building should not be abated. Councilman Anderson asked what the status <br />r <br />of the abatement proceedings would be if the motion before the Council should <br />pass. -City Attorney McCarthy replied that a resolution should be adopted which <br />;t <br />would allow Mr. Klang thirty days to make redress. A roll call vote was recuested <br />r, <br />and the following vote recorded: Ayes and in favor of the motion: Councilmen <br />
