City Attorney McCarthy asked that his report on the Veteran's Welfare Board <br />request for cancellation of taxes be laid over to the next meeting. It <br />was ordered placed on the agenda of the next meeting. <br />City Manager Mead reported that he had contacted Mr. Weiner in regard to <br />the petition presented at the last meeting by residents on D Street <br />} in regard to the condition.of the Old Harder Ranch. Mr. Weiner -advised <br />that he had not agreed to keep that property -in condition but had placed <br />a fence there to hide the general bad condition. He presented a letter <br />which Mr. Weiner had written in regard to this matter which the City <br />Clerk read. The letter restated that he had not,agreed to maintain <br />this fence, and believed that this would be a good time to have the <br />chicken houses torn down. City Manager Mead agreed that these buildings <br />should be destroyed and recommended that abatement proceedings be insti- <br />tuted against the property because of fire hazard and health conditions. <br />Councilman Armstrong moved, seconded by Councilman Anderson that the <br />matter be referred to the proper administrative officers to make the neces- <br />sary surveys and take whatever action is necessary to abate the nuisance. <br />Motion passed +unanimously. <br />Mr. E. Plume appeared before the Council reauesting permission to conduct a' -.used <br />car lot at the corner of Main Street and El Camino Real on the old Paulsen <br />property. He explained that this was a different location than the one for <br />(7I <br />which he had requested a permit at the last meeting. Mayor Hilton explained <br />that there"was a city ordinance which governs the mannex in which used car <br />lots may be operated and asked if Mr. Plume dere faihiliar with it. Mr. <br />Plume replied that he was not familiar with it but would live up to its <br />conditions, and helieved he could liveup to the requiremeAts. Mayor Hilton <br />was of the opinion that it wouldba better for him to acquaint himself with <br />the terms of the ordinance and then make reapplication. Councilman Fletcher <br />asked if Mr. Plume intended to have a new car agency to which he replied <br />that he hoped to some day. Councilman Armstrong also believed it would be <br />wise for Mr. Plume to acquaint himself with the terms of the ordinance so <br />that he could satisfy himself that he could fulfill its terms. Councilman <br />Granger moved that the application be granted with the understanding that <br />Mr. Plume comply with all the terms of the ordinance, explaining his motion <br />for the reason that Mr. Plume was a returned veteran who should be assisted <br />and also that it might have a tendency to modernize the area of the proposed <br />car lot and help move used car lots off of E1 Camino Real. Mayor Hilton <br />asked 1f.Mr.;., plume were aware of the fact that the permit wouldle granted <br />on a year to year basis. City Attorney McCarthy further explained that the <br />present permit would be good only until June 30, but that the license fee <br />would be prorated. Councilman Britschgi seconded the motion.
