Mr. Dematteis secured Mr. Rostanits per- <br />mission and asked that in the event the evidence is not favorable that he ? <br />be notified. <br />Councilman Anderson moved, seconded by Councilman ToTcNulty, that"affadavit of posting <br />of notices in the abatement proceedings of the harder property be filed. Mo- <br />tion passed unanimously. <br />Mayor Hilton believed a committee should be appointed -to study th.e hospital sur- <br />vey. It was his opinion the committee should be comprised of two council- <br />men, two citizens and two members of the Community Development Sedtion of <br />the Chamber of Commerce. 'Councilman Anderson moved, seconded by Council- <br />man Granger that the Mayor be empowered to appoint two members of the <br />4Q <br />Council to meet with two members of the Chamber of Commerce and two citi- <br />zens. Motion passed unanimously. <br />Councilman Granger moved that the subSect of the civil service system be re=» <br />ferred to the Board of Review; that the mayor appoint two members of the <br />City Council and that the city employees hold an election among themselves <br />and elect one employee to make a study of the civil service system and <br />that the city manager and city attorney be allowed to be called upon for <br />advisory matters when needed. The motion was seconded by Councilman <br />McNulty and passed unanimously. <br />City Manager bead advised that he had heard nothing further from the subdividers <br />in regard to the Broadway Map #3 property and that the map has never been <br />presented to the City Clerk to sign. It was his recommendation that the <br />city easement be excluded from the map, in which recommendation the city <br />attorney concurred. 06uncilman Anderson moved, seconded by Councilman <br />McNulty, that the city easement be excluded from the map. The motion <br />passed unanimously. <br />Discussion in regard to setting up a Park and Recreation Commission was held <br />over to the next meeting. <br />City Attorney McCarthy advised that City Manager Mead had "requested him to pre- <br />pare an ordinance in regard to the request of Ross Chamberlain for a <br />right of way across Chestnut Street for the puipose"of installing a spur <br />track. City Attorney McCarthy read the ordinance and was of the opinion <br />that the city's rights were adequately protected by it. Street Superin- <br />tendent Winter questioned who was going to take care of the drainage and <br />water mains on Chestnut Street. Aftersome discussion, it was agreed to <br />add a paragraph to the ordinance that Mr. Chamberlain bear the,exoense in <br />every change in any public utility that is necessary.
