Councilman Armstrong moved that the City Clerk be instructed <br />to advertise the fact -that sealed bids will be received from bidders for <br />( the sale of property located at the corner of Jefferson Avenue and Broadway <br />and will be opened August 29th at 8:00 P.M. and that the Council adjoun its <br />next regular meeting to 8:00 P.M. August 29th. The motion was seconded by <br />Councilman Granger and passed unanimously. <br />! City Clerk Dodge read communication from City Manager Robert U. Mead in which he <br />submitted his resignation to the Council due to the differences which had <br />arisen between members of the Council and himself. He stated that inasmuch <br />as the final budget was in the process .of preparation he would, if the <br />Council desired, remain on active duty until August 20. He also asked that <br />any vacation time due him be granted him and that his resignation become <br />effective immediately thereafter. Councilman Armstrong stated that inasmuch <br />as he had intended to introduce a resolution declaring the office of city <br />manager vacant he moved that the Council accept Mr. Meadta resignation effec- <br />tive as of this date and that he be paid such salary and vacation allowance <br />dnd pay as in the opinion of the City Attorney is due him. He asked for a <br />roll call vote in the event of a second to the motion. Councilman Anderson <br />seconded the motion. On roll call the motion passed unanimously. <br />I� Councilman Granger introduced•a resolution directing the mayor to approve all <br />demands and claims against the city as set forth in Section 59 of the Charter. <br />The motion was seconded by Councilman McNulty and passed unanimously on roll <br />call. <br />Councilman Britschgi moved that the mayor be instructed to notify all employees <br />of the city who are now maintaining a residence outside of the city that if <br />they are not bona fide residents of the city by the next meeting that he will <br />i <br />ask for their resignation. Councilman Anderson asked that the wording be <br />changed from "bona fidelt to "actual residents". Councilman Britschgi accepted <br />the amendment. Councilman Anderson seconded the. motion. Councilman McNulty <br />asked if that included all city employees and Councilman Britschgi said,he had <br />i <br />In mind the Port Manager and also the Head Librarian. City Attorney McCarthy <br />I� advised that he was not sure whether the Council had jurisdiction over these <br />two employees but that he would check into the matter. The motion passed <br />unanimously. <br />Mr. Alfred Morton, Director of Recreation, addressed the Council and <br />t' said that he was one of the employees who was living out of the city limits. <br />r <br />He explained that he had been evicted twice from homes in town and thst he was <br />unable to build a home. He asked that the Council meet in an informal meeting <br />with those employees who live out of the city and see if some solution could <br />not be reached. <br />
