C 1 report regarding increase in water rates to Redwood City users. Councilman Grrnger recommended that before a. new city manager is engaged, con- sideration be given to presenting to the voters at next election, an amend- ment to Section 32 of Charter, deleting from fourth paragraph of Section 32, Lines 8 and 9, the words "or order of the city manager," thereby placing the City Clerk under order of Council alone. Councilman Armstrong pointed out other ambiguities in wording of section con- cerning City Auditor, and Councilman Britschgi recommended appointment of committee to study charter and offer recommendations for bringing it up to date. Councilman Granger moved, seconded by Councilman McNulty, and carried, that it be placed on agenda for next meeting. Attention was called to lack of sanitary facilities at S.P. Flagmen houses by Councilman Granger, who moved, seconded by Councilman Armstrong and carried, that matter be referred to Health Department by City Clerk, with request to report at next meeting. Councilman McNulty moved, seconded by Councilman Granger, and carried, that Redwood City Bus Lines be requested to arrange bus schedules so that buses start 30 seconds apart to avoid congestion caused by two buses stopping simultaneously at El Camino Real and Broadway. Councilman Armstrong requested that consideration be given to repealing ordinances #457, 471, 478, 479 and 480, dealing with civilian defense, blackout, etc. Chief Ryan reported he had received request for return of civilian defense equipment to federal government by September 18th, if city did not care to to purchase any or all of it. Councilman Britschgi moved, seconded by Councilman Granger and carried, that Chief Ryan collect and return equip- ment to federal government. Councilman Granger moved, seconded by Councilman Britschgi and carried, that painting bench used by bus passengers at E1 Camino Real and Broadway be referred to city Paint Department. Mayor Hilton at request of Mr. Albert Morgan, Jr., Chairman, Planning Com- mission, conveyed invitation to Council members to attend dinner given by Commission and attended by Mr. Tilton, on September 14th, and requested thoee plcnning to attend to notify City Clerk Dodge, who will in turn inform Mr. Morgan. Claims No. 5836 to 5885 inclusive amounting to $6,692.82 were approved and ordered paid on motion of Councilman McNulty, seconded,by Councilman Granger end carried, Councilman Anderson noted absent. Councilm,-n Granger suggested that City Clerk be instructed to notify U.S.E.S. thMt the City has some positions open.
