98 0, ) <br />City Clerk Dodge reported he had been unable so far to locate a photograph of <br />President Truman for the Council Chambers. Matter carried on agenda. <br />City Attorney McCarthy reported he had no further information on Union Cemetery <br />state subsidy, and Councilman Granger stated he h9d been unable to see the <br />Governor when in Sacramento. Matter carried on agenda until next meeting. <br />Mayor Hilton invited Supervisor Henry Edmonds, former member of the City <br />Council, who was present in the audience, to sneak to the group. Super- <br />visor Edmonds replied that he had no particulpr message, and had only <br />M <br />PIC <br />dropped in for a few minutes' visit. <br />Communication was received from Coldiron & Peeples Oil Company, requesting <br />s <br />permit to construct gasoline station and above ground bulk plant on the <br />S.P. property across tracks from P.G.& E., and Sorensen Construction <br />Company, facing El Camino Real. Councilman Armstrong moved, seconded <br />Py Councilman Anderson and passed unanimously, that applicant be in- <br />formed that it is the judgement of the Council, that this location is <br />unacceptable, and that permit for erection of buildings there, is <br />denied. <br />Councilman Armstrong reported on auditor's estimate of increase in water rates <br />due to San Francisco's increased charges, and after indicating the ways <br />such increase might be met, moved that discount of 107o heretofore allowed <br />for payment.of water bills before a certain specified date, together with <br />Victory Garden refunds be rescinded, effective with bills rendered <br />during month of September 1945. On the question, Councilman Britschgi <br />stated that inasmuch as the Victory Garden season was practically over, <br />and citizens had been encouraged to plant them, such water users should <br />be allowed refund for this season, but not in the future. Councilman <br />Armstrong moved to change his motion, with consent of second, to read <br />"all water used during month of September',; Motion passed unanimously. <br />City Collector Miramontes requested permission to send noatcard notices im- <br />mediately to water users, regarding change in rates. There being no <br />objection, Mayor Hilton authorized sending cards, with notation ex- <br />plaining reason for raise, to be met by abolishment of discount and <br />Victory Garden refund discontinuance. <br />On the matter of suggested changes in City Charter, Councilman Armstrong <br />expressed the opinion that no member of the City Council should be ap- <br />pointed to serve on a committee to study the Charter and if considered <br />advisable, suggest amendments to it.
