10 <br />Application was- received. from,Brown and: McDonnell; -1600 El CatlnopRea1; forep:ermissioh <br />to operate a used.car lot at the above address in conjunction with a new cars, sales <br />agency. Councilman Werder moved, seconded by Councilman McNulty, that the permit be <br />granted. Motion passed unanimously. <br />Communication was received from the Y. M. C. A. for permission to erect a ten foot chain <br />link fence around the back yard area of the Y. M. C. A. building at 234 Brewster <br />Avenue. It was explained that the fence should be this height due to the fact <br />that volleyball and basketball were played in the'area and it was desired to keep <br />the balls from going into the street. The communication bore the signatures of <br />adjoining property owners signifying no objection to the fence. Councilman <br />Werder expressed the opinion that inasmuch as the adjoining property owners had <br />no objection and also that it would prove a safeguard for both property owners <br />and children playing at the Y.M.C.A., he believed the permit should be granted <br />t <br />and so moved, seconded by Councilman Britschgi. Under the question, there was <br />considerable discussion inasmuch as a fence this height is against the provisions <br />of the ordinance. City Attorney McCarthy was asked his opinion and advised that <br />..if the motion were adopted it would be in violation of the ordinance. He <br />believed it would be better to take no action on the communication. Councilman <br />Britschgi withdrew his second and suggested that the City Manager confer with <br />the officials of the Y.M.C.A. to see if the fence could be built lower. Coun- <br />oilman Britschgi moved, seconded by Councilman Granger, that the letter be <br />filed. Motion passed with Councilman Werder voting in the negative. <br />Communication was received from Cattich Bros. and Stevenson and the Railway Express <br />Agency dated January 20, 19470 requesting parking spaces in front of their <br />places of business. Since that time, Cattich Bros. and Stevenson have moved <br />their office and withdrawn their request but the Railway Express Agency is still <br />desirious of having spaces. City Manager Blom stated that it might be possible <br />to supply hoods to the Railway Express Agency. Councilman Werder asked how <br />the sticker system was working. City Manager Blom advised that an attempt was <br />being made not to issue the stickers but that a gentleman's agreement had been <br />worked out with the trucking Vehicles who were being allowed to pull into the <br />curb to unload or load without being issued a ticket or being compelled to put <br />money into the meters. He also advised that the County Executive was going to <br />issue a list of those employees who needed parking privileges around the Court <br />House. An agreement is going to be worked out.whereby only those who need <br />stickers will be issued one. This plan will be effective only until the Calif- <br />ornia Square Parking Lot is ready for use. <br />Communication was received from Morgan Stedman, Architect, enclosing prints of pro- <br />posed sign to be erected at the Chemical Process Company at Spring and Spruce <br />Streets, the text of which announced the site as the new home of the Chemical <br />Process Company. Councilman Werder moved, seconded by Councilman Britschgi, that <br />the Chemical Process Company be granted permission to erect the sign as requested, <br />said permit to be granted for a period of one year at which time it is to come <br />up for further consideration. Motion passed unanimously. <br />Petition was received from residents of West Oakwood Blvd. requesting rezoning to <br />First Residential District. The Clerk read communication from City Manager <br />S <br />Blom to the first signer of the petition advising that the matter would be <br />s <br />IJ <br />
