TJ <br />O passed unanimously. <br />Mayor Hilton asked if.there were any protests to the annexation. There were none and <br />Councilman McNulty moved, seconded by Councilman Britschgi, introduction of ordi- <br />mance approving annexation of uninhabited territory known as Atherwood. Motion <br />passed unanimously. i <br />Councilman Werder moved, seconded by Councilman Swift, filing of affidavit of publica- <br />tion of resolution of intention to annex territoryknown as <br />porion of Alden Sub- <br />division. Motion_passed unanimously. j <br />K <br />City Attorney McCarthy explained that the subdivider, Mr. Cunningham, was anxious to <br />get started/with the improvements in this area and was willing to deposit in the <br />bank the entire cost of the improvements and asked that the engineer make,an <br />estimate of the cost of the project. Mayor Hilton asked if there were any pro- �! <br />t <br />tests to the annexation. There were none and Councilman McNulty moved, seconded' <br />Y <br />by Councilm4n Swift, introduction of ordinance approving annexation of portion <br />of Alden Subdivision. Under the question., Councilman Britschgi believed a defi- <br />nite policy should be established in regard to financing of water pipe to new sub- <br />divisions.. Councilman Granger was of the opinion that it had been understood that <br />the last subdivision the city was to furnish water pipe to was the Redwood <br />Terrace Subdivision. City Manager Blom advised that a committee had been appointed y <br />before the last election to work on the matter but that it had been dispersed due <br />to changes on the Council. He believed it was a matter that should be considered <br />by the Council. He further stated that the city was approaching the point where <br />�f <br />i <br />it was going to be necessary to raise money to make extensions to the existing <br />mains. Councilman Britschgi did not believe that people who had been paying <br />for the system over a period of years should have to pay for repairs and new <br />subdivisions get free mains. City Manager Blom advised that the city was not <br />obligated beyond the Redwood Terrace Subdivision and he believed that both of the <br />subdividers in the new annexations would be agreeable to any policy worked out f <br />in the matter. The motion before the Council passed unanimously. <br />Councilman Granger moved, seconded by Councilman McNulty, introduction of ordinance <br />rezoning portion of New High School Acres embracing Blocks 2, 3, 4, 5, 6, 13 and <br />,a <br />14 from second residential district to first residential district. Motion passed <br />unanimously. <br />City Manager Blom gave a summary of bids received on January 22, 1947, for installation <br />of water main on Charter Street from Stambaugh to Spring Streets. Seven bids had <br />I <br />been received ranging from the low bid of B. Miles Thomas who was ready to start <br />_ <br />work immediate) . % Councilman McNulty moved seconded b Councilman Swift that <br />Y Y , Y , <br />f <br />t <br />' f <br />the City Managers recommendation be accepted and the contract awarded to B. <br />r <br />Miles Thomas. Motion passed unanimously. <br />' City Manager Blom explained that Mr. Nelson Welbanks was developing a subdivision in <br />E <br />the Emerald Lake District of 121 lots in the Country Club area which would result <br />f <br />� <br />in consolidated building in this area. About a year ago, he had been advised <br />that because of the long distance from adequate service, it would be necessary <br />for him to pay a portion of the cost of the main to extend from the million <br />} <br />gallon reservoir to the area, a matter of about 4000 feet. He was told that he <br />would be expected to a about one-half the cost. <br />p pay The city can use the main to <br />T <br />get a pumping line up to the Cross area. The city would install a 6 inch main <br />�• <br />
