Mr. Edwards asked if it would be possible to take <br />steps to have the county divert the flow of water. City Manager Blom advised <br />that this was being worked upon with the county and he believed that it would <br />be possible to get the county to divert the drainage over to the creek. The <br />City Manager was instructed to work out the details of the size and type of pipe <br />with Mr. Edwards. <br />Mr. Charles Hogan appeared before the Council in regard to the foregoing matter. <br />He,claimed that the city had established the grade for his driveway, however, <br />City Manager Blom advised that the former acting city engineer had denied that <br />any grade was ever established there. Mr. Hogan was granted permission t.o install <br />the same size pipe as requested by Mr. Edwards. Another resident of this street <br />was also given permission to install culvert pipe in the ditch in front of his <br />residence. <br />A Mr. Norwood appeared requesting permit for junk dealer's license in the 400 Block on <br />Center Street. He explained that he would keep no junk at.this address but that <br />he needed the permit in order to obtain a telephone to transact his business. <br />Councilmen Werder moved, seconded by Councilman Armstrong, that a junk dealer's <br />license be granted to Mr. Norwood with the understanding of the permitee that <br />at no time will there be any junk around the premises of his home on Center Street <br />and that his truck will no stand loaded in the front of his home; that his <br />premises are to be used only as a business address to receive calls in connection <br />with his business. Motion passed unanimously. <br />The Clerk opened the sealed envelopes of the election results of the Redwood Village <br />Annexation. There were 78 votes in favor.of the annexation and 1 against it. <br />Councilman McNulty offered introduction of ordinance declaring the results of <br />the special election and determining the 4rea of Redwood Village to be annexed <br />to Redwood City, seconded by Councilman Armstrong. Motion passed unanimously. <br />City Attorney McCarthy advised that it would be impossible to get the Redwood <br />Village area on the tax rolls this year inasmuch as the annexation must be com- <br />f y- <br />plete in all respects before the first day of February. He stated it might be <br />possible to get the property owners to make some contribution in recognition of <br />services rendered. <br />The abatement proceedings against Joaquin Sablan's property was carried on the agenda <br />to the second meeting in March. <br />Affidavit of publication of ordinance rezoning blocks 2, 3, 4, 51 6, 13, and 14, New l� <br />High School Acres was ordered filed on motion of Councilman Britschgi, seconded <br />by Councilman Werder. Motion passed unanimously. <br />This was the time set for public hearing on -the above ordinance. There were no <br />appearances and Councilman Britschgi moved adoption of ordinance rezoning Blocks <br />29 3, 41 51 61 13 and 14, New High School Acres, seconded by Councilman Armstrong. <br />On roll call, ordinance was unanimously adopted. <br />Affidavit of publication of ordinance annexing Alden Subdivision was ordered filed on <br />motion of Councilman Britschgi, seconded by Councilman Werder. Motion passed <br />unanimously. <br />This was the time set for public hearing on the above ordinance. There were no a <br />
