136 <br />material be referred to the City Manager for further study and report, seconded by <br />Councilman Granger with the understanding that no new construction would be faced <br />on the alley. Motion passed unanimously. <br />City Clerk Dodge advised that he had written to Dr. Penez upon instruction of the Coun- <br />cil requesting him to clarify his intended use of a room over his garage. A reply <br />had been received from Dr. Penez in which he stated that it was to be used for <br />sleeping purposes and -for storing of furniture and in the future as a studio for <br />painting pictures non -commercially. The City Attorney was asked for his inter- <br />pretation of the ordinance and he referred to Ordinance No. 360 which prohibited <br />the use of a garage for living purposes but did provide that such a structure <br />could be used for living purposes`for members of one family or employees. It <br />was also stipulated that plans for such a room must be presented to the Council <br />before the permit was granted. Councilman Armstrong moved, seconded by Council- <br />man Werder, that the communication be answered by the City Glerk advising Dr. <br />Penez that he must comply with the terms of the ordinance and submit plans of <br />the structure for the approval of the Council. Motion passed unanimously. <br />Petition signed by nine property owners on Johnson Street was received. This petition <br />had not been reviewed by the City Manager or Engineering Department and Council- <br />man Armstrong was of the opinion that it should be before being presented to the <br />Council, He moved that the petition be referred to the City Manager for report, <br />s <br />seconded by Councilman McNulty. Under the question, City Manager Blom advised <br />that he did not believe the petition bore the signatures of property owners of <br />50% -of the frontage? Motion passed unanimously. <br />A Mrs. Broadhead addressed the Council in behalf of the.child care center.. There is <br />L. <br />legislation pending in the.State Legislature at the present time which would. <br />close.the centers in June, and she asked that the Council adopt a resolution <br />in support of the Geddes -Davis Bill, with the exception of the amount of the <br />income of the family as provided in the bill, and forward it to the State.Legis- <br />lature. She explained that the Center was for the purpose of caring -for children <br />, <br />of families in which the parents were either needed in certain professions or, <br />�s <br />h� <br />who because of financial reasons, must work. .There was some discussion in <br />regard to the amount of money which the <br />g y group wished inserted as the joint income <br />{i <br />but it was decided that the State Legislature should name this figure. Council- <br />, <br />man Werder offered adoption of resolution endorsing the Geddes -Davis Bill with <br />d <br />the exception of the amount of joint family income and moved its adoption, <br />r <br />seconded -by Councilman Armstrong. On roll call, resolution was unanimously <br />i <br />adopted with Councilman Britschgi absent. <br />L._ <br />i, i <br />RESOLUTION No. 447 <br />RECOMMENDING THE PASSAGE OF LEGISLATION FOR THE CONTINUANCE OF CHILD CARE <br />CENTERS. <br />i <br />WHEREAS, the Child Care Center in this community has made a valuable con- <br />-trot <br />tribution to the social stability of many families who use it,to enable them <br />v <br />to engage in business and professions, buy permanent homes, and maintain finan- <br />cial independence; and <br />WHEREAS the use of the Child Care Center facilities for these purposes has <br />increased the security of many families and made it possible for them to face <br />their problems and solve them through their own efforts; and <br />i <br />t <br />WHEREAS the hundreds of children of this community who have attended the <br />Center during the past four years have benefitted greatly with regard to health <br />and eneral welfare, educational traininand good social development, all of <br />g <br />whicK contribute to the <br />! <br />prevention of del inquency and the making of good future <br />citizens. <br />
