133 <br />radio. Councilman Armstrong asked him the additional cost of his insurance and was <br />advised that a comprehensive policy would cost $395 per year. It was Councilman <br />Armstrong's opinion that at this rate, $1200 per year would be out of keeping with <br />the service rendered to the city and also that he did not believe the city should <br />subsidize a private concern for a service that is already being furnished by the <br />county.' Councilman Granger objected to having one service subsidized by the city <br />and another service under jurisdiction of the county. He believed that if the <br />service were subsidized the two ought to be under one control. Councilman Armstrong, <br />for the benefit of the councilmen who were not on the Council when the ambulance <br />company was previously subsidized by the city, county and other companies, explained <br />the history of the case. He believed that,it was unwise to subsidize a private <br />industry when public service is being given by the county and that if the county <br />service is inadequate it.ought to be improved. Councilman Werder believed a report <br />should be had as to whether or not the county service is adequate. County Super- <br />visor Edmonds was in the audience and explained the service throughout the county <br />and the cost of such service. Councilman Werder moved, seconded -by Councilman <br />Swift, that the matter be referred to the proper administrative officials for a <br />report at the next meeting as to whether the county is providing adequate ambulance <br />service to the city. Motion passed unanimously. <br />Recommendation of the Planning Commission to rezone Oakwood Park No. 1 was received. <br />At the same time, a petition ms. presented from residents of Oakwood Park No. 2 <br />protesting at not being included in the rezoning. City Manager Blom pointed out <br />on the map the area to be rezoned from second residential to first residential <br />district and it was brought out by City,Attorney McCarthy that the Planning Com- <br />mission's recommendation were accepted, the rezoned area would be surrounded on <br />all sides by second residential district and he believed this might not be con- <br />sidered good planning. It was brought out that the area to be rezoned has higher <br />restrictions by deed than are necessary in the first residential district under <br />the ordinance but that by rezoning the restrictions would be made permanent. In <br />answer to Councilman Armstrong's question as to the Master Planners recommendation, <br />City Attorney McCarthy advised they had not recommended rezoning this area in the <br />plan but did believe it was a reasonable request. Councilman Granger moved, <br />seconded by Councilman McNulty, that the matter be referred back to the Planning <br />Commission fqr consideration of the additional petition. Motion passed unanimously. <br />Communication was received from the Planning Commission recommending disapproval of <br />application of Coral Maxon to rezone Lots 7 through 12, Block 60, Eastern Addition <br />from second residential to light industrial area. The area which was bounded by <br />Cedar Street between Heller and the Southern Pacific tracks was pointed out on the <br />map and City Manager Blom advised that it was reported at the Planning Commission <br />meeting that the petitioners had dropped their plans for the industrial area and <br />had not appeared at the meeting. Councilman Werder moved, seconded by Council- <br />man Armstrong, that the recommendation of the Planning Commission be accepted. <br />Motion passed unanimously. <br />W. A. Van Buren appeared before the Council requesting permission to erect two ,signs <br />at his used car lot at 1911 E1 Camino Real and presented sketch of the signs. <br />Assistant Building Inspector Kreiss advised that the signs met the structural <br />requirements of the Building Department.
