Councilman Werder, that the permit be granted. Motion passed unanimously. 3 9 <br />City Attorney McCarthy advised that Woodhouse and Douglas had formally deeded to the city <br />property on Howland and Standish for a street to within 100 feet of the Bayshore Highway. <br />They further agreed to furnish land for the extension of the street to the Freeway <br />if it is done within the next ten years. The City Attorney had prepared a resolu- <br />tion for the acceptance of the deed under the conditions as set forth by Woodhouse <br />and Douglas. City Manager Blom advised that this matter had come about through the <br />urging of the city because :this land was being sold and it was thought it would be <br />wise to have this area in the event the streets were to be put through to the Bay_ <br />shore Highway. He stated that certain easements were also asked for regardless of <br />whether the streets were extended and asked that he be allowed to study the agree- <br />ment. Councilman.Armstrong moved, seconded by Councilman Granger, that the matter <br />be referred to the City Manager and Engineering Department to allow them to study <br />the agreement so that the proper easements are provided. Motion passed.unanimously. <br />Discussion of the underpass committee report was next on the agenda. Councilman Granger <br />stated that he believed the Redwood City Tribune had erroneously stated that the <br />report was to be referred to the Commuters' Club Underpass Committee and asked that <br />a correction be made. There was general discussion in regard to the crossing sit- ' <br />uation and the consensus was that it would be many years before underpasses could <br />be erected.and also that it was doubtful if underpasses were the answer to the <br />problem. The matter of pedestrian gates at the Broadway crossing was brought up. <br />City Manager Blom stated that they could be installed without affecting highway <br />traffic but that he did not believe that they would improve the hazardous condition <br />1 I to the extent to justify them. Councilman Werder suggested that the Southern <br />L� Pacific Company be contacted with the thought in mind of moving their right of way <br />I <br />to the marshlands at the edge of the city. Councilman Granger asked if a friendly <br />suit could be instituted for the abolishment of the freight station. Councilman <br />Armstrong was not in.favor of such a suit and City Manager Blom advised plans were <br />being worked upon with the railroad company at the present time for the removal of <br />this station. City Manager Blom also reported that he had discussed with the <br />Southern Pacific Company the advisability of installing pedestrian gates and had <br />reported to the Council that they did not look with favor upon them due to the <br />fact that in their opinion the gates would be more dangerous than not having them <br />but had proposed the installation of two additional flashing signals at the Broadway <br />crossing. Plans are now being worked upon for this installation. Councilman <br />Werder moved, seconded by Councilman Armstrong, that the Mayor be instructed to <br />appoint a citizens committee of three influential citizens to act as a committee to <br />confer with the Southern Pacific Company on the matter of by-passing the city and <br />to report back to the Council. The general consensus of the Council was that the <br />ultimate solution to the problem was to move the tracks. The City Manager was also <br />instructed to contact the Southern Pacific Company regarding the installation date <br />of the flashing signals at the Broadway crossing. Motion passed unanimously. <br />In regard to the application of Mrs. Nora L. Auerbach to conduct a chiropodist's office <br />in the,first residential district, City Attorney McCarthy presented a written <br />opinion in which he stated that in his opinion the word "physician's does not include <br />a chiropodist and cited a decision of the court -_ "Under a reasonable interpretation, <br />
