Councilman Granger protested the form being used to file veteran's exemption claims. 149 <br />He had copies of forms from some of the cities on the Peninsula and of the county <br />which he stated did not ask the same questions as the city's form. He did not believe <br />a veteran should be asked to make any declaration other than that he did not own <br />property in excess of $5000. He believed the oath should be sufficient, and that <br />he should not have to list the amount of cash, stocks and bonds, etc. which he owns. <br />City Attorney McCarthytated that the law <br />Y provides that no veteran is entitled to <br />the exemption if he owns more than <br />p $5000 worth of property. City Manager Blom stated <br />he would.take full responsibility for the preparation of the form and that it had <br />been so prepared after a study of forms used by the City of Palo Alto and other cities. <br />Palo Alto, he said, goes into greater detail than the form now in use by this city. <br />The form had been changed after it had been discovered that many veterans were <br />taking the exemptions who were not entitled to it. Councilman Granger was of the <br />opinion that the form took away from the veteran a benefit he was entitled to and said <br />it was a form of "sniping the veteran°. Mayor Hilton was in full accord with Coun- <br />cilman Granger's opinion stating that he did not believe that it was anyone's busi- <br />ness to know a person's holdings and that signing the oath should be sufficient. <br />Supervisor Edmonds of the county appeared and stated he believed there should be one <br />interpretation of the law by the county and the city. .Councilman Armstrong stated <br />that if the city's interpretation of the law was correct he did not believe that it <br />was bound by what other cities or the county did. He was in favor of the form being <br />continued as at present. Councilman Granger moved, seconded by Councilman McNulty, <br />that the city follow the practice of other municipalities by eliminating from the <br />form the clause requesting statement of cash, stocks and bonds and other holdings. <br />Motion passed with Councilman Armstrong voting in the negative and Councilman <br />Brit'schgi absent. <br />Councilman McNulty reported that the drainage condition in back of Penny's Store needed <br />correction and he also believed that double parking was being allowed. City Manager <br />-.Blom advised he would check both situations but believed the double parking was <br />under control. <br />Claims No. 1049 to 1162 in the amount of $35,310.30 were approved and ordered paid on <br />motion of Councilman McNulty, seconded by Councilman hIerder.
