F <br />referred to the Engineering Department. Under the question, Councilman Granger <br />stated he would vote for the motion if it was understood that it is the final exten- <br />sion of time. Councilman Britschgi asked if it would be possible to assess a penalty <br />if the work were not completed at the contract date., City Attorney McCarthy advised <br />that he did not believe it would be possible to place a penalty. He stated the <br />penalty clause was usually upheld only if there was a bonus for finishijg a ccontract, , <br />before the contract date. Councilman Granger stated he believed the company should <br />be advised that the contract must be finished during the extension period. Motion <br />passed unanimously. <br />Communication was received from L. E. Schmidt, Valota Road,' in regard to article which <br />appeared in the Redwood Tribune in regard to proposed rezoning of residential areas <br />throughout the city. City Attorney McCarthy advised that the Planning 'Commission was <br />considering the general rezoning as recommended in the Master Plan. The communication <br />was referred to the Planning Commission. <br />Application was received from Long's United Shows for permission to show in Redwood City <br />for five days beginning May 20th at Spring,'Walnut and Broadway. City Manager Blom <br />advised that the Police Department had checked with other cities in which this carni- <br />-val had appeared and two cities reported no trouble while two cities reported they <br />had had some difficulty in regard to undesirable showb and gambling. Councilman <br />Granger believed that unless there was definite information the carnival was unde- <br />sirable and if they comply with all provisions of the ordinance the permit would <br />have to be granted. Councilman Britschgi moved, seconded by Councilman Werder, that <br />the permit be granted. Motion passed unanimously. <br />Application for permit to operate a commercial Chinchilla Farm was received from Jos. E. <br />and Doris E. Trask, 911 Fulton Street. Two locations were given as possible sites <br />for this business, one at 1561 Valota Road and the other at the corner of Palm and <br />Union Streets. In answer to Councilman Werder's question as to the zoning of these <br />locations, City Attorney McCarthy advised they were both in the second residential <br />district. City Manager Blom advised there was no provision in the ordinance for a <br />venture of this kind. City Attorney McCarthy again pointed out the fact that there <br />was consideration of a general revision of the zoning ordinance. Councilman <br />Britschgi stated there was a chinchilla farm at 5th Avenue and suggested that the <br />City Manager inspect it and report back to the Council. Councilman Werder moved, <br />seconded by Councilman Britschgi, that the Clerk be instructed to acknowledge the <br />communication advising the applicants that at the present time the locations given <br />in,the application are in the second residential district but there is consideration <br />of a revision of the general'zoning and that the communication is being 'referred to <br />the Planning Commission. Motion passed unanimously. <br />Communication was received from Frank Bartlett of the Peninsula Citizens' Traffic and <br />Transit Committee asking that a representative of the Council be appointed to meet <br />with the committee in attempting to solve the traffic and transit problem of the <br />Peninsula. Councilman Britschgi moved, seconded by Councilman Werder, that Council- <br />man Armstrong be appointed to attend the meeting. Motion passed unanimously. <br />Communication was received from the Division of Highways requesting the Council to adopt <br />an ordinance governing the location of certain industries on highly traveled highways. <br />City Attorney McCarthy advised that he had read the communication and the Division of <br />
