M. <br />ON ROLL CALL the following were present: Councilmen Carl A. Britschgi, Floyd D. Granger, <br />George W. McNulty, Arthur V. Swift, William M. Werder, Mayor W. W. Hilton and <br />City Clerk R. S. Dodge. Also present were: City Manager E. W. Blom, City Attor- <br />ney Cuthbert B. Currie, Building Inspector L. M. Duncan, Police Chief C. L. <br />Collins, City Assessor -Auditor John J. Brophy, City Collector Paul E. Perrin, <br />Assistant Engineer H. L. Winter and Assistant Engineer R. E. Pontow. Absent: <br />Councilman C. C. Armstrong, <br />COMMUNICATION WAS RECEIVED FROM COUNCILMAN C. C. ARMSTRONG, submitting his resignation <br />from the Council to take effect immediately due to ill health. Councilman Werder <br />expressed the hope that Councilman Armstrong's health would improve sufficiently <br />to permit him to continue on the Council and moved, seconded by Councilman Swift, <br />the matter be tabled until the next meeting and that the Clerk be instructed to <br />address a communication to Councilman Armstrong expressing the Council's sympathy <br />because of his illness. ,Motion passed unanimously. <br />APPLICATION TO SHOW IN REDWOOD CITY WAS RECEIVED FROM•THE YANKEE-PATTERSON CIRCUS. <br />Y <br />The date was changed from May 20th to May 8th and the application stated all fire <br />protection was furnished by the circus. City Manager Blom advised that this <br />application was not a change in dates but that an application for May 20th had <br />been received which was in conflict with an appearance of a carnival and that the <br />circus had been so advised. He further stated that the Foley and Burke Carnival <br />was also scheduled to appear in June and, unless the council desired to have an <br />all circus show, he would recommend that this application be denied. Councilman <br />Werder moved, seconded by Councilman Swift, that the City Manager's recommendation <br />be accepted. Under the question, City Manager Blom advised that there had been <br />some complaints in regard to the noise from the West Coast Carnival which had <br />appeared in the past week. Councilman Werder stated he had heard objections in <br />regard to attempted arson on the part of some of the performers and also under- <br />stood that some of the performers had been wanted by police departments of other <br />cities. He was of the opinion that such shows should not be allowed to enter <br />the city unless recognized nationally. The motion passed unanimously. Council- <br />man Granger asked if there was any way in which the permits granted for coming <br />carnivals could be revoked. City Manager Blom was of the opinion they could <br />not be unless quite a period of time elapsed before the scheduled appearance. <br />It was the opinion of Councilman Granger that these shows should be asked to <br />submit further evidence that they should be granted permits. <br />COMMUNICATION WAS RECEIVED FROM THE CALIFORNIA RECREATION EXECUTIVES requesting the <br />Council endorse bills now in the State Legislature in regard to obtaining <br />e <br />IF <br />
