V COMMUNICATION WAS RECEIVED FROM CITY MANAGER E. W. BLOM REQUESTING APPROVAL OF APPOINT- <br />MENT OF JOHN R. BALL to the unexpired term of Delbert Mitchell expiring January 13, <br />1949, on the Traffic and Safety Commission. Councilman Werder moyed, seconded by <br />Councilman Britschgi, that the City Manager's recommendation be accepted. Motion <br />passed unanimously. <br />COMMUNICATION WAS RECEIVED FROM THE REDWOOD CITY PLANNING COMMISSION advising that a <br />resolution had been passed denying the application of M. A. Disernia to subdivide <br />a portion of Lot SS and Lot 89, Wellesley Park into two lots. Councilman Brit- <br />schgi moved, seconded by Councilman Werder, that the recommendation of the Plan- <br />ning Commission be accepted. <br />COMMUNICATION WAS RECEIVED FROM THE REDWOOD CITY PLANNING COMMISSION advising a resolu- <br />tion had been adopted recommending rezoning Oakwood Park No. 1 and Oakwood Park <br />No. 2 from second residential to first residential destrict. A sketch was pre- <br />sented showing the proposed rezoning and was studied by the Council. <br />A Mr. Edwards spoke from the audience protesting the rezoning of Oakwood Park No. <br />2 on the grounds that he did not believe any advantage would be gained by the <br />rezoning and further stated that he believed if this section were rezoned it would <br />constitute spot zoning. <br />I City Manager Blom explained that the original petition for rezoning had included <br />Oakwood Park No. 2 as well as Oakwood Park No. 1. The deed restrictions in the <br />circle, or Oakwood Park No. 1, are higher than those required in the first residential <br />district under the present ordinance, however, by rezoning the property it would <br />make the restrictions permanent whereas the deed restrictions have only ten more <br />years to run. Two hearings were held before the Planning Commission and the <br />first recommendation of the Planning Commission had been to rezone only Oakwood <br />Park No. 1 due to the fact that there had,been a good deal of objection to the <br />rezoning of Oakwood Park No. 2. The recommendation had been made to the City Coun- <br />oil at which time residents of Oakwood Park No. 2'protested at being excluded <br />from the rezoning and another hearing had been held before the Plannig Commission <br />at which time they had arrived at the decision to recommend the rezoning of both <br />sections. The area in question was pointed out on the map. D2r. Norman Erickson <br />and Dir.. Erick Erickson appeared, both being in favor of the rezoning on the grounds <br />that it would be possible,to_have a post card vote on the question. Councilman <br />Werder was of the opinion that if the residents outside the circle of this area <br />were not in favor of being rezoned that they should not be forced to do so. <br />Councilman Werder moved, seconded by Councilman Swift, that Oakwood Park No. 2. <br />be circularized by post card before the next meeting of the Council as to whether <br />or not they desire to have their property rezoned. Under the question, there <br />was discussion as to the inclusion of the southeasterly portion of Lot 1, <br />Ackerson-Lathrop Acres and this area was included in the motion to be circularized. <br />Motion passed unanimously. <br />COMMUNICATION WAS RECEIVED FROM SAFEWAY,STORES submitting plans and specifications for <br />retail building to be erected at the corner of Brewster Avenue and Arch Street. <br />This property is in the second residential zone but a variance had been granted <br />on June 17, 194b, for the use of this area.
