ITY MANAGE L40M advised that a sufficient number of property owners had signed petitions
for the improvement of one block of Johnson Street and four blocks of alleys bounded
by Cleveland, Jackson, Fulton and Jefferson.
The Council had referred to the Plan-
ning Commission the matter of permitting a second house to be built on lots facing
the alley. A communication from the Planning Commission was read recommending the
the adoption of an interim ordinance which provided against homes being built facing
the alley. This would be an emergency ordinance and effective until such time as
the revised zoning ordinance is adopted. Councilman Werder believed the petitioners
should be advised of this action inasmuch as it might have been their intention
to build facing the alley when the petition was signed, and suggested that the
petitioners be circularized and informed of the action of the Council. On this
basis, he offered for adoption resolution of preliminary intention to pave Johnson
Street and the above mentioned alleys, seconded by Councilman Britschgi, who
seconded the motion with the understanding that the Building Inspector be instruc-
ted not to issue permits for buildings facing on the alley until the ordinance
takes effect. On roll call, resolution was unanimously adopted with Councilman
,Armstrong absent.
