Granger, <br />t <br />George W. McNulty, Arthur V. Swift, William M. Werder, Mayor Y. W.' Hilton and City <br />Clerk R. S. Dodge. Also present were: City Manager E. W. Blom, City Attorney <br />Cuthbert B. Currie, Assistant Engineer R. E. Pontow, City Collector Paul E. Perrin, <br />Chief of Police C. L. Collins, Assistant Engineer H. L. Winter, Assessor -Auditor <br />John J. Brophy,'Building Inspector L. M. Duncan. <br />H. E. HOLMQUIST was administered the oath of office of councilman by City Clerk R. S. <br />Dodge to fill the unexpired term of C. C. Armstrong. Mayor Hilton welcomed Mr. <br />Holmquist to the Council and Mr. Holmquist took his seat upon the rostrum.° <br />MINUTES OF THE PREVIOUS MEETING were approved as mailed on motion of Councilman Werder,, <br />seconded by Councilman Britschgi. Motion passed unanimously. <br />JAMES T. O'KEEFE appeared before the Council presenting a petition from Mr. Mary Andruss ? <br />Pike and P. J. and Mildred Murphy for annexation of uninhabilted property at the <br />end of Jefferson Avenue consisting of thirty-five acres which is known as the Pike <br />property. Mr. O"Keefe also presented a resolution fixing the time and hearing on <br />the petition. He asked that the hearing be held on June 9th in order to expedite <br />the proceedings so that the subdivider could secure the proper commitment's and <br />begin work on the construction of the proposed homes.* Mr. O'Keefe expressed the <br />opinion that the property would have greater assessed value as soon as it is im- <br />proved and that it would be to the advantage of the city to complete the annexation <br />proceedings as soon as possible. He believed this was the city's opportunity to <br />expand to the west. There was some discussion in regard to parts of the subdivis- <br />ion not being immediately adjacent to the city and'the fact that if this subdivis- <br />ion were annexed the Kensington Square area would not come into the city inasmuch <br />as all the advantages of the city would be available to them without the increased <br />taxes. In regard to the possibility of the annexation of Kensington Square, Mr. <br />O'Keefe pointed out that this area is inhabited and would require a different pro- <br />cedure and an election in the area favoring annexation. He did not believe it would <br />be possible to obtain such approval and, therefore, recommended that it be by-passed. <br />Insofar as waiting until the Pike property is improved before petition for annexa- <br />tion is received and at that time include the Kensington'Square District, Mr. <br />O'Keefe stated that there would not be enough building in the Pike area until proper <br />facilities are available. Councilman Britschgi raised the question as to whether <br />the city could afford to take in this subdivision and provide a sewerage system <br />to this area. Mayor Hilton was of the opinion that the matter should be referred <br />to the Engineering Department for a report as to the cost to the city of annexing <br />the area. Councilman Werder was of the opinion that the resolution of intention <br />to annex the territory should be adopted and published and at the public hearing <br />the Oouncil could decide whether or not it wished to continue with the proceedings. <br />City Attorney Currie advised that the Council may approve or disapprove the <br />annexation and that a public hearing is necessary before approval can be given. <br />He expressed the opinion that if the Council did not wish to proceed with the <br />annexation after the public hearing it could disregard the petition, although he <br />stated that he would prefer the resolution be passed subject to the City Attorney's <br />
