issuing of citations should be left entirely to the Police Department. This opinio'h9 3
was concurred in by Councilman Werder. Councilman McNulty at this time brought up
the question of double parking and stated that the ordinance was being violated in
j
regard to this matter. It was the general consensus that the ordinance should be
adhered to in the matter of double parking.
a
COUNCIL14AN GRANGER SUGGESTED THAT THE MEMBERS OF THE PLANNING COMMISSION be contacted to
jdetermine if they will be able to attend all meetings. He referred to the last
u
meeting of the Commission when not enough members appeared to form a quorum. It was
{
his opinion that this commission was studying the Master Plan and that it was of such
importance that it sould require the attendance of the whole commission.
Councilman Britschgi stated that at this, time he would like to submit the name of
Joseph B. Territo to fill the unexpired term of Cuthbert B. Currie on the Planning
Commission and so moved, seconded by Councilman Granger. Motion passed unanimously.
Councilman Britschgi suggested that all commissions be set upon a basis of attendance
and that after a certain number of meetings were missed by a member that member
would automatically be dropped from the commission. Mayor Hilton believed that all
commission secretaries should be contacted and a record of attendance obtained.
Councilman Britschgi also believed that minutes of all commissions should be sent
to the Council. Councilman Granger moved, seconded by Councilman Britschgi, that the
proper authorities be instructed to communicate' with the members of the Planning
Commission requesting them to inform the Council if there is any reason why they'
cannot continue on the Planning Commission inasmuch as the Council feels at this
time that it is very important that a full commission be prsent at all meeting due
to the adoption of the Master Plan and that all other commissions be similarly
notified. Lotion passed unanimously.
OOUNCIL14AN McNULTY INQUIRED AS TO WHY COUNCILMEN WERE NOT RECEIVING MONTYLY REPORTS OF
DEPARTMENT HEADS. City Manager Blom stated that it was his opinion that the Council
had decided to have these reports discontinued and that he had intended to make a
monthly summary from the reports submitted to him. Councilman Britschgi concurred
in this opinion.
MAYOR HILTON ASKED THE STATUS OF THE SOUTHERN PACIFIC PARKING LOT. City Manager Blom
Ir advised that he had written to'the Southern Pacific asking them to investigate two
}' alternate sites for the team tracks and had not had a reply from them as yet. He
r
also notified them that he did not believe the Council would feel justified in
iimaking a major contribution to the cost of the parking lot unless more parking
space were made available.
` MAYOR HILTON ASKED IF IT WOULD BE POSSIBLE TO DRAFT AN ORDINANCE REGULATING THE KEEPING
OF BEES in the city. City Attorney Currie advised that he did not believe that
bees could be abated as a nuisance but that it might be possible to regulate the
keeping of them.
COTTNCILMAN BRITSCHGI STATED THAT A COMMITTEE HAD BEEN APPOINTED TO MEET WITH THE BOARD
OF SUPERVISORS on different matters and that, while.one of the Supervisors had been
contacted to arrange a meeting, none had_been called. He did not wish to remain as
r,
chairman of the committee unless it was more active. Mayor Hilton advised that he
and the City Manager had met with the Supervisors but that he would dismiss the
committee if desired. This was so ordered.
L
