'e <br />208 - <br />and it was recommended that the companies take the nodessary steps to install the <br />meters at once. <br />COMMUNICATION WAS RECEIVED FROM FERRIS MILES, WEST BAY MOTORS, requesting permission to <br />establish a used car lot at the corner of Heller, Main and Cassia Streets instead <br />of at the present location at Cassia and Middlefield Road. Copies of map showing <br />the proposed location was presented for inspection by the Council. It was the <br />.opinion of Councilman Werder that the proposed location would be more beneficial to <br />the business district than the present one. Councilman Granger suggested that all <br />used car dealers meet and determine what constitutes a used car lot. He cited <br />the case of two lots in the city which have old trucks and busses on them and pre- <br />sented an undesirable appearance. Councilman Werder moved, seconded by Council- <br />man Swift, that the request of the West Bay Motors to change the location of their <br />used car lot be granted. Motion passed unanimously.. <br />In regard to,Councilman Granger's statement, City Manager Blom advised that he had <br />discussed the matter with the owner of the lot across the street from the.U. S. <br />Post Office and the difficulty was that the owner of the property would not grant <br />a lease to the car company. A permit has not been issued for a used car lot <br />inasmuch as the terms of the ordinance have not been complied with. <br />COMMUNICATION WAS RECEIVED FROM THE REDWOOD CAB COMPANY requesting a ninety day extension <br />to fill their fifth permit inasmuch as they are awaiting delivery of a new auto- <br />mobile. Councilman Werder moved, seconded by Councilman Britschgi, that the <br />extension of time be granted. Under the question, City Manager Blom advised that <br />there is some doubt as to whether this cab.company is not operating all the cabs for <br />which they were granted permits and, further, that there is no record of their ever <br />having asked for an extension of time to fill the unused permit, if any. The terms <br />of the ordinance provide that all permits must be in use 45 days after the enact- <br />ment of the ordinance, which was over a year ago. Councilman Werder withdrew his <br />motion with the consent of the second. The City Manager was to report at the next <br />meeting as to the validity of the request of the Redwood Cab Company. <br />COUNCILMAN GRANGER SUGGESTED AN AMENDMENT TO THE CIVIL SERVICE RULES whereby a person <br />would have to have been a resident of the city for a period of one year before <br />becoming a permanent employee. It was explained by City Manager Blom that a recent <br />amendment to the rules provided that a person residing outside of the city limits <br />could not be certified as a permanent employee and that in the event he moved from <br />the city afterhaving been certified that he immediately went back on a probation- <br />ary status. It was the consensus of the Council that this provision was sufficient. <br />COUNCILMAN GRANGER OFFERED RESOLUTION AUTHORIZING COUNCILMAN GEORGE W. McNTJLTY TO SIGN <br />CHECKS for the City in the absence of Mayor Hilton from the City, and moved its <br />adoption, seconded by Councilman Swift. On roll call, resolution was unanimously <br />adopted. <br />R E S 0 L U T ION No. 494 <br />RESOLVED that Councilman George W. McNulty be and is hereby authorized to sign <br />all checks, claims, resolutions etc. during the absence of Mayor W. W.
