213 <br />In answer to your direct question as to 'whether or not the books and accounts <br />were found to be in satisfactory condition°, we are pleased to repeat the comment <br />on page five of our report that "during the years we have audited the cash collec- <br />tions of the former City Collector, it has been our observation that the accounts <br />and records of this office were maintained conscientiously and with integrity, and <br />while there have been differences between the control and subsidiary accounts, they <br />have been accounted for by correction of bookkeeping errors or failure to furnish <br />j information relative to adjustments of subsidiary records". <br />s <br />All recorded cash receipts were accounted for and no irregularities were dis- <br />closed in the accounts of Mrs. Miramontes, City Collector, and Mr. Ralph Dodge, <br />City Treasurer and Auditor, as a result of our examinations. <br />Adjusting journal entries have been submitted�by us to.be recorded in the <br />general books and all adjustments effecting the tax and assessment control accounts <br />were based on balances which were accepted by the new City Collector. <br />If the transferring procedures, recommended by us and approved by the City Mana- <br />ger, had been fully followed out, the former officials would be automatically cleared <br />-� and the new officials, in turn, would automatically accept the balances as reflected <br />s by the "clearance receipts". <br />As far as we are concerned, Mrs. Miramontes' collections as City Collector have <br />been satisfactorily accounted Por, and with our compliments, and Mr. Dodge has main- <br />tained the position of Auditor with integrity and in a conscientious manner, and in <br />our opinion, the accounting records are in such condition that the new officials are <br />in a position to accept full responsibility. <br />Yours very truly, <br />Nwelviilr��F ��iOtl <br />CITY ATTORNEY CURRIE-REQUESTED THAT THE REPORT ON TAXI STANDS AT THE SOUTHERN PACIFIC <br />STATION be carried on the agenda inasmuch as he had been unable to find any informa- <br />tion on the matter. It was so ordered. <br />CIT` MANAGER BLOM REPORTED ON THE REDWOOD CAB -COMPANY REQUEST FOR EXTENSION of time to <br />fill fifth permit. 'He had asked City Clerk Dodge to check the records and Mr. Dodge <br />reported that five licenses had been paid for but only four cabs were operating. <br />There was no record of the cab company having applied for'an extension within the <br />45 day period provided in the ordinance. Councilman Werder believed the extension <br />should be granted but the attention of the cab company called to the provision of the <br />ordinance. Councilman Werder moved, seconded by Councilman Swift, that the request <br />of the Redwood Cab Company be granted. Motion passed unanimously. <br />COUNCILMAN HOLMQUIST MOVED, SECONDED BY COUNCILMAN WERDER, FILING OF AFFIDAVIT OF PUBLI- <br />CATION OF ORDINANCE ANNEXING PROPERTY KNOWN AS THE PIKE PROPERTY. Motion'passed <br />unanimously. <br />ATTORNEY JAMES T. O'KEEFE OFFERED AN AGREEMENT SIGNED BY THE SUBDIVIDERS of the-Pike- <br />property <br />he Pike <br />property offering to assume their share of the present bonded indebtedness of the <br />city. Councilman Werder moved, seconded by Councilman McNulty, adoption of ordinance <br />annexing -property known as the Pike property. On roll call, ordinance was unanimously <br />adopted with Mayor Hilton and Councilman Britsohgi absent. <br />JAMES CARTER AND BURL WEAVER APPEARED BEFORE THE -COUNCIL REQUESTING PERMISSION TO PAINT <br />HOUSE NUMBERS ON THE CURBS throughout the city. Mr. Carter explained that they had <br />painted numbers on the curbs in several cities and that it was done on a voluntary <br />basis insofar as payment was concerned, the householder paying only if he wished and <br />as much as he wished. The numbers were painted with a chrome paint which illuminated <br />at night. Councilman Swift moved, seconded by Councilman Holmquist, that permission <br />(, be granted as requested but that the applicants confer with City Manager Blom before <br />J the work is begun. Motion passed unanimously. <br />CITY MANAGER BLOM REPORTED ON THE PURCHASE OF THE REDWOOD VILLAGE WATER SYSTEM. He <br />advised that the Utilities Commission of the State of California has approved pur- <br />chase of this system and that the city would take over the system on July 16th in <br />
