215. <br />P.; Building.Inspector Duncan reported --that the owner had promised to tear down the <br />building. Councilman Holmquist moved, seconded by Councilman Swift, that the matter <br />be carried on the agenda until the second meeting in July. Motion passed unanimously. <br />r <br />Affidavit of posting abatement notice and mailing of notice to Gray-Thorning Lumber <br />Company, owner of property known as Lots 1, 2, 3, 4, and 5, Block.55, Eastern Addition, <br />was ordered filed on motion of Councilman Werder, seconded by Councilman Swift. <br />Motion passed unanimously. <br />11 Building Inspector Duncan reported that the lumber company.owners wished to paint the <br />building. There was some discussion in regard to this proceedings which covers the <br />t <br />old mill at the lumber company. City Manager Blom reported that, while,the mill is <br />In operating condition, during the past it has been a source of annoyance to pedes- <br />trians due to the fact that it is almost impossible to operate without obstructing <br />the sidewalk. Motion passed <br />I <br />unanimously. <br />IN REGARD TO THE EXTENSION OF BUCKEYE STREET, STREET SUPERINTENDENT PONTOW reported that <br />.i <br />the lots which would be necessary for the extension of the street are jointly .owned <br />by the surrounding property owners for the purpose of gaining access to their <br />property. City Manager Blom stated further that the city cannot improve the street <br />because of the ownership but that the City Engineer had suggested that perhaps the <br />city could declare it to be a public street and hold a public hearing on the matter. <br />City Attorney Currie believed a more expedient way to handle the matter would be to <br />obtain quit claim deeds to the property. The matter was carried on the agenda for <br />further report. <br />i, IN REGARD TO THE OPENING OF CEDAR STREET, City Manager Blom reported that the property <br />In question is privately owned and has not been subdivided into lots. He stated <br />that the city has very little interest in opening the street although the adjoining <br />property owners would benefit thereby. Councilman Werder suggested that the proper <br />city official contact the adjoining property owners to ascertain if they desired to <br />have the street opened and also the owner of the property as to the probable cost <br />of acquiring it. The matter was carried on the agenda. <br />CITY MANAGER BLOM REPORTED ON THE POSSIBILITY OF THE P. G. & E. PURCHASING THE STREET <br />LIGHTING SYSTEM. He stated that the city owns and operates the street lighting <br />system but not the utility and that no other municipality on the Peninsula is in <br />the.same position. The system is growing to a size that requires major extensions <br />and overhaul and reconstruction to eliminate violations that exist. The Railroad <br />Commission has stated that the city's wires are too close to the P. G. & E. wires <br />which constitutes a hazard to workmen of both the P. G. & E. and the city. Most.of <br />the violations which exist would disappear if the system were under single owner- <br />ship. In the past -and at the present time, the system is handled by the Fire <br />Department, however, if the city continues to operate it will be necessary to set <br />up a new department. The system as it is now operating is entirely inadequate so <br />far as the size of the lamps are concerned. He presented a comparison of cost on <br />the basis of the city continuing to operate the system and, if the P. G. & E. <br />purchases it. The present annual cost of operating the system, based on the current <br />year's operation, is $10,572.94, which includes the cost of power, or $5,33b•b4. <br />
